1. India has received a loan from the Asian Development Bank toward the cost of the Assam Governance & Public Resource Management Project, and it intends to apply part of the proceeds of this loan to payments under the contract named above.

2. The Commissioner & Secretary, Department of Finance, Assam Sachivalaya (Secretariat), Government of Assam, now invites sealed bids from eligible bidders for the supply, installation, testing and commissioning of licensed hardware and basic operating system software, comprising two Lots:

Lot No: 1 - TIMS
  • 8 servers with processors and memory
  • 2 external disk storage arrays
  • 1 tape library
  • 50 desktop computers
  • peripheral equipment including switching, racking, router, firewall, cabling and UPS
  • PC operating system software including virus protection
  • Licensed software for servers

Lot No: 2 - CTMIS
  • 8 servers with processors and memory
  • 2 external disk storage arrays
  • 1 tape library
  • 100 desktop computers
  • 1 laser printer and 1 flatbed scanner
  • peripheral equipment including switching, racking, router, firewall, cabling and UPS
  • PC operating system software including virus protection
  • Licensed software for servers

The equipment will be supplied to and installed in various locations in the city of Guwahati, Assam, India.

A Bidder may bid for one or both lots.

3. International competitive bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure and is open to all bidders from eligible source countries.

4. Interested bidders may obtain further information from, and inspect the Bidding Documents at the address below between 1100 hours and 1600 hours on any working day.

5. The Bidding Document, in the English language, may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non-refundable fee of INR 3600 or US $80. The method of payment will be by demand draft or cashier's cheque made payable to The Commissioner & Secretary, Finance, Government of Assam. The Bidding Documents may also be collected in person at the address below upon payment of an additional INR 1,500 for addresses in India and by couriers services for US$50. No responsibility will be accepted for delay in delivery or loss.

6. A Pre-bid Meeting will be held on at 1100 hours on 8 December 2006 at the address given below.

7. Bids must be delivered to the address below at or before 1100 hours on 16 January 2007. All bids shall be accompanied by a Bid Security of US$30,000 for one lot or US$60,000 for both lots. Late bids will be rejected. Bids will be opened immediately thereafter in the presence of bidders' representatives who choose to at the address given below.

8. The Purchaser will not be responsible for costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

9. In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Instruction to Bidders
