1. India has received a loan from the Asian Development Bank (ADB) towards the cost of the Power Grid Transmission (Sector) Project. Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of the ADB.

2. The Power Grid Corporation of India Ltd. (POWERGRID) invites sealed bids from eligible bidders for the following:
ICB No. C-14301-S162-7: Design, Engineering, Manufacture, Supply on FOR destination site basis including transportation & insurance, storage, erection, testing and commissioning of Fixed Series Compensation (FSC) Package: Two Nos. 30% FSC at 400 kV Lucknow Substation (S/S), Two nos. 30% FSC at 400 kV Bareilly S/S and Two Nos. 45% FSC at 400 kV Unnao S/S associated with Enhancement of Transmission Capacity in East-West Corridor of Northern Region.

The detailed scope of works for the above package is described in the Bidding Document.

International competitive bidding will be conducted in accordance with ADB's Single Stage: One-Envelope Bidding Procedure and is open to all Bidders from eligible source countries.

3. A Pre-Bid conference for the Substation Package will be held at the office of the Purchaser at Gurgaon (Haryana), India on 21 November 2006.

4. To purchase the Bidding Document in English, eligible bidders should:
  • write to the address above from 1500 to 1700 hours (IST) on all working days from 23 October to 21 December 2006
  • pay a non-refundable fee of Rs.10,000 or US$200 payable by crossed bank draft in favour of 'Power Grid Corporation of India Ltd., payable at New Delhi or Gurgaon.

The documents may be obtained personally or will be sent by air mail/courier services for overseas delivery or surface mail/courier for local delivery. No liability will be accepted for loss or late delivery.

5. Deliver your bid:
  • to the address above
  • at or before 1100 hours (IST) on 21 December 2006
  • together with a Bid Security of US$406,000 or Euro 318,000 or Rs 18,798,000 or an equivalent amount in a freely convertible currency in favor of Power Grid Corporation of India, Ltd.

Bids will be opened immediately thereafter at 11:00 hours (IST) in the presence of Bidders' representatives who chose to attend. Late bids shall be rejected.

6. In the comparison of bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.

7. The detailed Qualifying Requirements (QR) are given in the Bidding Documents of the subject package. The complete Bidding Documents including tender drawings are available at our website www.powergridindia.com. Interested bidders can download the Bidding Documents and commence preparation of bids to gain time. However, they will be required to purchase the Bidding Documents from POWERGRID, (for submission of the bid), which will be duly authenticated by the executive issuing the documents. In case of any discrepancy between the documents downloaded by the prospective bidder and the Bidding Documents (hard copy) issued by POWERGRID official, the latter shall prevail.
