1. This Invitation for Bids follows the General Procurement Notice for this project that appeared in the "ADB Business Opportunities" in April 2001.

2. The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of the Shaanxi Roads Development Project, and it intends to apply part of the proceeds of this loan to payments under the contract for Road Hot-Patch Vehicles.

3. The China National Machinery Import and Export Corporation (the Procurement Agent, CMC), authorized and on behalf of Shaanxi Xiyu Expressway Company Limited (The Purchaser), now invites sealed bids from eligible bidders for the supply of the following Goods and related services for the Project:

4. International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all bidders from eligible source countries.

5. Interested eligible Bidders may obtain further information from the Procurement Agent and the Purchaser, and inspect the Bidding Documents at the Procurement Agent's address given below from 8 November 2006 to 21 December 2006 at 08:30 to 11:30 and 14:00 to 16:30 hours on any working days.

6. The Bidding Document, in the English language, may be purchased by interested eligible Bidders on the submission of a written application to the Procurement Agent's address given below and upon payment of a nonrefundable fee of RMB800 or $100. The method of payment will be in cash or casher's check. For mail order, the document will be sent by airmail at additional cost of RMB200 (for domestic) or $25 (for overseas delivery). No liability will be accepted for loss or late delivery.

7. Bids must be delivered to the meeting room on 14th Floor at the Purchaser's address given below at or before 10:00 a.m. (Beijing Time) on 21 December 2006. All Bids must be accompanied by a Bid Security for RMB 50,000. Late bids shall be rejected. Bids will be opened immediately thereafter in the presence of the Bidders' representatives who choose to attend at the Purchaser's address given below at 10 a.m. (Beijing Time) on 21 December 2006.

8. The Purchaser and the Procurement Agent will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

9. In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Instructions to Bidders.
