1. The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Western Yunnan Roads Development Project.

2. Instrimpex International Tendering Company (CNIITC), the authorized Procurement Agent of Yunnan Baolong Expressway Co., Ltd. (the "Employer") intends to prequalify firms for the supply, installation and commissioning of surveillance facilities, communication facilities and tolling system.

3. It is expected that the Invitation for Bids will be made in February 2007.

4. Interested eligible Applicants may obtain further information from CNIITC and inspect the Prequalification Document from 8:30 to 11:30am, and 13:30 to 16:30pm from 1 December 2006 during working days.

5. The Prequalification Document, in the English language, may be purchased by interested Applicants on the submission of a written application to CNIITC and upon payment of a nonrefundable fee RMB1000 or USD125. The method of payment will be by cash or cashier's check to CNIITC's bank account. The documents will be sent by ordinary mail. For an additional fee of RMB100 or US$20, the documents will be sent by courier services. No liability will be accepted for loss or late delivery.

6. Applications must be delivered to the Employer's address below at or before 17:00pm on 15 January 2007. The Employer reserves the right to accept or reject late applications.

7. The Employer or the Procurement Agent will not be responsible for any costs or expenses incurred by Applicants in connection with the preparation or delivery of their Applications.

8. The Employer or the Procurement Agent will notify in writing those Applicants who have been prequalified.
