1. This Invitation for Bids follows the General Procurement Notice for this project that appeared in the "ADB Business Opportunities" in July 2003.

2. The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Xi'an Urban Transport Project, and it intends to apply part of the proceeds of this loan to payments under the contracts for Traffic Management Safety and Mobile Emission System.

3. Instrimpex International Tendering Company (the Procurement Agent, CNIITC), authorized and on behalf of Xi'an Municipal Third Ring Road Construction & Development Co., Ltd. (the Purchaser), now invites sealed Bids from eligible Bidders for the supply of the following Goods and related services for the Project:

4. Bidders may bid for one package or any combination of packages.

5. International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Procedure and is open to all Bidders from eligible source countries.

6. Interested eligible Bidders may obtain further information from the Procurement Agent, and inspect the Bidding Document at the address given below from 27 October 2006 to 7 December 2006 on all working days at 9:00-11:00, 13:30-16:00 hours.

7. The Bidding Document, in the English language, may be purchased in CNIITC by interested eligible Bidders on submission of a written application to the address below and upon payment of a nonrefundable fee of RMB 1,000 for one package or the whole set of 11 packages. The method of payment will be by cash or cashier's cheque. For mail order, the document will be sent by EMS at additional cost of RMB100 (for domestic delivery) or USD30 (for overseas delivery). No liability will be accepted for loss or late delivery.

8. Bids must be delivered to the Meeting Room at the Purchaser's address given below at or before 10:00 a.m. (Beijing Time) on 7 December 2006. All Bids must be accompanied by a Bid Security of not less than two percent (2%) of the Total Bid Price in the bid currency. Late bids shall be rejected. Bids will be opened in the presence of the Bidders' representatives who choose to attend at the Purchaser's address given below at 10:00 a.m. (Beijing Time) on 7 December 2006.

9. CNIITC and the Purchaser will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

10. In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Instructions to Bidders.
