1. This Invitation for Bids follows the General Procurement Notice for this project that appeared in the "ADB Business Opportunities" in April 2004.
2. The People's Republic of China has received a loan from the Asian Development Bank towards the cost of Guangxi Roads Development II Project, and it intends to apply part of the proceeds of this loan to payments under the contract named above.
3. Instrimpex International Tendering Company (CNIITC), the authorized Procurement Agent of Guangxi Communications Infrastructure Construction Administration Bureau, (the "Employer"), intends to prequalify firms for the following:

4. It is expected that the Invitation for Bids will be made available in February 2007.
5. Interested Applicants may obtain further information from the CNIITC, and inspect the Prequalification Documents at the address given below from 8:30 to 11:30 am and 13:30-16:30 pm during working days.
6. The Prequalification Document, in the English language, may be purchased by interested bidders on the submission of a written application to the CNIITC and upon payment of a nonrefundable fee of RMB1,000 or US$125. The method of payment will be cash or cashier's cheque to CNIITC's bank account. For an additional fee of US$20 or RMB100, the documents will be sent by courier services. No liability will be accepted for loss or late delivery.
7. Applications must be delivered to Employer's address given below at or before 10:00 a.m. (Beijing Time) on 15 January 2007. The Employer reserves the right to accept or reject late applications.
8. The Employer or the Procurement Agent will not be responsible for any costs or expenses incurred by Applicants in the preparation of delivery of their Applications.
9. The Employer or the Procurement Agent will notify all Applicants in writing the names of those who have been prequalified.
