1. The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of the Gansu Roads Development Project.

2. CMC International Tendering Corporation (hereinafter referred to as the "Procurement Agent"), authorized and on behalf of Gansu Changda Highway Co., Ltd. (hereinafter referred to as the "Employer"), intends to prequalify firms for the following contracts under the Project:

The Project expressway pavement civil works from Luohandong to Dingxi include main line pavement, bridge culverts pavement, cross works pavement, tunnel pavement, central separation strips draining, draining channel, protection shoulder, block water strip and embedded pipe. The Project is located in Gansu Province and contracts shall be awarded by way of International Competitive Bidding (ICB) as follows:

4. Interested eligible Applicants may obtain further information from the Employer or the Procurement Agent and inspect the Prequalification Document at the Employer's address given below from 16 November 2006 to 27 December 2006 between 8:30 a.m.-11:30 a.m. and 2:00 p.m.-4:30 p.m. (Beijing Time) during working days.

5. The Prequalification Document, in the English language, may be purchased by interested Applicants on the submission of a written application to the Employer's address above and upon payment of a nonrefundable fee of RMB1,000 or $125. The method of payment will be in cash or cashier's check or direct deposit to a specified account number. For mail order, the document will be sent by express mail at additional cost of RMB200 (for domestic) or $25(for overseas delivery). No liability will be accepted for loss or late delivery.

6. Applications must be delivered to the address for application delivery given below at or before 4:30 p.m. (Beijing Time) on 27 December 2006. The Employer reserves the right to accept or reject late applications.

7. The Employer will not be responsible for any costs or expenses incurred by Applicants in connection with the preparation or delivery of their Applications.

8. The Employer will notify all Applicants in writing of the names of those Applicants who have been prequalified.
