1.    The Republic of Armenia has received a loan from the Asian Development Bank (ADB) towards the cost of Rural Roads Sector Project. Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of ADB.

2.   The Armenian Road Directorate (NSCO), the Implementing Agency, in behalf of the Ministry of Transport and Communication (MOTC) (the Employer) invites sealed bids from eligible bidders for the construction and completion of road rehabilitation works for the following road sections (the Works):

3.    International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure.

4.    The Works are grouped in multiple contracts. Bidder qualifying for one lot or for the sum of requisites of several lots may bid for one lot or combination of two or more lots. Bidder wishing to offer discounts in case they are awarded more than one lot will be allowed to do so provided the discounts are included in the Letter of Bid or submitted in writing before the deadline for bid submission.

5.    The Bidder, either as a single entity or joint venture, shall meet all the qualification criteria set forth below. A pass-fail method shall be applied in the evaluation of bidder's qualifications. Average annual turnover within the last three years should be as indicated below;

  • Access to working capital - total amount under consideration for award should not exceed five times the bidder's working capital (cash and cash equivalent plus lines of credit, if any), less 40% of its current commitments.
  • General construction experience of at least 3 years;
  • Specific construction experience either as a contractor, management contractor or subcontractor in at least 1 contracts within the last 3 years, each with a value of at least the amount stated in the table above.
  • Must demonstrate that it has or has access to key equipment (asphalt concrete plant, patching equipment, bitumen sprayer, steel rollers, vibrating rollers, pavers weigh bridge, etc.).

7.   To purchase the Bidding Documents in English, eligible bidders should:

8.    Deliver your bid:

  • together with a Bid Security as indicated in the table above in Armenian Drams or US$ equivalent or an equivalent amount in a freely convertible currency.

Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend.

9.    When comparing Bids, ADB's Domestic Preference Scheme will not be applied.
