1. The Republic of Armenia has received a loan from the Asian Development Bank (ADB) towards the cost of Water Supply and Sanitation Sector Project. Part of the proceeds of this loan will be used for payments under the contract named above. Bidding is open to eligible bidders from eligible source countries of ADB. This contract will be jointly financed by the Government of Armenia. The eligibility rules and procedures of the ADB will govern the bidding process.
2. The Armenian Water and Sewerage Closed Joint Stock Company (AWSC) (the Employer) invites sealed bids from eligible bidders for the Improvement of Water Supply and Sanitation Systems of Aparan Region 10 Settlements, including construction of 1 Pumping Station, 2 Daily Regulatory Reservoirs (DRR) each 150 m3, about 70 km total length PE pipeline with nominal diameters from DN50 to DN225, 50 street water taps and installation of about 250 water meter chambers.
3. International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure.
4. Only eligible Bidders with the following key qualifications should participate in this bidding:
- Key Financial Requirements: Participation as contractor, management contractor, or subcontractor, in at least 2 similar contracts within the last 5 years with a value of at least USD 1.0 million equivalent each that have been successfully or are substantially completed.
- Key Experience Requirements: Minimum average annual construction turnover of USD 2.7 million equivalent within each of the last 3 years.
- Access to or availability of financial resources such as liquid assets, unencumbered real assets, lines of credit and other financial means, other than any contractual advance payments for the amount of USD 340,000 equivalent.

6. To purchase the Bidding Document in English bidders should:
- visit the office of Armenian Water and Sewerage CJSC (AWSC) at the address above and pay a non-refundable fee of AMD 37,000 or USD 100. The method of payment will be direct deposit to Armenian Water and Sewerage CJSC accounts below;
or
- Request for delivery by sending a written application to AWSC at the address above. The application must include proof of director deposit to Armenian Water and Sewerage CJSC accounts below for the amount of AMD 57,000 (local delivery) or USD 300 (overseas delivery). The document will be sent by courier. No liability will be accepted for loss or late delivery.

7. Deliver your bid:
- To the address above;
- On or before the deadline 15:00 hour, 14 October 2009. Late bids will not be accepted.
- Together with a Bid Security in amount of USD 27,000.00.
Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend.
8. The purchaser will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
9. ADB's Domestic Preference Scheme will not be applied.
