1.    The Republic of Armenia has received a loan from the Asian Development Bank (ADB) towards the cost of Water Supply and Sanitation Sector Project. Part of the proceeds of this loan will be used for payments under the contract named above. Bidding is open to eligible bidders from eligible source countries of ADB. This contract will be jointly financed by the Government of Armenia. The eligibility rules and procedures of the ADB will govern the bidding process.

2.    The Armenian Water and Sewerage Closed Joint Stock Company (AWSC) (the Employer) now invites sealed bids from eligible bidders for the Charentcavan Town, Solak and Argel Villages Water and Wastewater Systems Improvement, Makravan No.2 Pumping Station Reconstruction, including construction of the following:

  1. Charentsavan town, Solak and Argel villages
    • W=300m3 DRR construction, energy supply site improvement and fencing
    • Construction of PE water pipelines total L= 7.8km (approximately), de63÷de160,
    • Construction of PE sewers with total L= 400.0m (approximately), de200÷de300
    • Construction of PE water pipelines about 2.2km, de20 and construction of r/c water meter chambers for 283 private houses
  2. Reconstruction of Makravan N2 pumping station
    • Capital reconstruction of Makravan N2 pumping station building with installation of 9 pcs. of new pump aggregates (pump aggregates will be provided by the Client),
    • Construction of annex-building next to the operating pumping station, site improvement and fencing,
    • Installation of electric-power equipments, transformers, electrical lighting and 0.4 kV low-voltage network of the pumping station
    • Construction of steel water main with total length of about 800.0m, DN500.

3.    International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure.

4.    Only eligible Bidders with the following key qualifications should participate in this bidding:

  • Key Financial Requirements: Participation as contractor, management contractor, or subcontractor, in at least 2 similar contracts within the last 5 years with a value of at least USD 1.6 million equivalent each that have been successfully or are substantially completed.
  • Key Experience Requirements: Minimum average annual construction turnover of USD 4.0 million equivalent within each of the last 3 years.
  • Access to or availability of financial resources such as liquid assets, unencumbered real assets, lines of credit and other financial means, other than any contractual advance payments for the amount of USD 500,000 equivalent.

6.    To purchase the Bidding Document in English bidders should:

  1. Visit the office of Armenian Water and Sewerage CJSC (AWSC) at the address above and pay a non-refundable fee of AMD 37,000 or USD 100. The method of payment will be direct deposit to Armenian Water and Sewerage CJSC accounts below;
    or
  2. Request for delivery by sending a written application to AWSC at the address above. The application must include proof of director deposit to Armenian Water and Sewerage CJSC accounts below for the amount of AMD 57,000 (local delivery) or USD 300 (overseas delivery). The document will be sent by courier. No liability will be accepted for loss or late delivery.

7.    Deliver your bids:

  • to the address above;
  • on or before the deadline 15:00 hour, 13 January 2010. Late bids will not be accepted.
  • together with a Bid Security of USD 40,000.

Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend.

8.    The purchaser will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

9.    ADB's Domestic Preference Scheme will not be applied.
