1.    The Republic of Armenia has received a loan from the Asian Development Bank (ADB) towards the cost of Water Supply and Sanitation Sector Project. Part of the proceeds of this loan will be used for payments under the contract named above. Bidding is open to eligible bidders from eligible source countries of ADB. This contract will be jointly financed by the Government of Armenia. The eligibility rules and procedures of the ADB will govern the bidding process.

2.    The Armenian Water and Sewerage Closed Joint Stock Company (AWSC) (the Employer) invites sealed bids from eligible bidders for the Improvement of Water Supply and Wastewater Systems of Yeghegnadzor, Getap, Gomq, Malishka, Nor Aznaberd and Shatin Villages, including construction of of the following:

       Yeghegnadzor town, Getap, Gomk, Malishka, Nor Aznaberd, Shatin villages
  1. Installation of approximately 45.4 km total length of de32-de160 mm intradistrict polyethylene water pipelines,
  2. Installation of approximately 14.4 km total length of de20 mm polyethylene water pipelines to replace individual house feeders,
  3. Construction of 1821 reinforced concrete chambers for water meters for individual houses,
  4. Construction and reconstruction of sewers with 390.0 m total length of de160 mm pipes,
  5. Reconstruction of 3.3 km total length of damaged sections of water mains,
  6. Demolition and construction of 5 catchment facilities,
  7. Repair of 3 catchment facilities, construction of 1 pressure breaker,
  8. Construction of new mixing tank with W=50m3 capacity,
  9. Construction of new chlorination room (on the premises of the existing facility), size 6.0x4.0 m,
  10. Construction of new pumping station building (size 3.5x3.5m), installation of two new pumps (N=11 kW, Q=16 l/sec., H=50 m)

3.    International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure.

4.    Only eligible Bidders with the following key qualifications should participate in this bidding:

  • Key Financial Requirements: Minimum average annual construction turnover of USD 4.4 million equivalent within each of the last 3 years.
  • Key Experience Requirements: Participation as contractor, management contractor, or subcontractor, in at least 2 similar contracts within the last 5 years with a value of at least USD 1.7 million equivalent each that have been successfully or are substantially completed.
  • Access to or availability of financial resources such as liquid assets, unencumbered real assets, lines of credit and other financial means, other than any contractual advance payments for the amount of USD 550,000.00 equivalent.

6.    To purchase the Bidding Document in English bidders should:

  1. Visit the office of Armenian Water and Sewerage CJSC (AWSC) at the address above and pay a non-refundable fee of AMD 37,000 or USD 100. The method of payment will be direct deposit to Armenian Water and Sewerage CJSC accounts below;
    or
  2. Request for delivery by sending a written application to AWSC at the address above. The application must include proof of director deposit to Armenian Water and Sewerage CJSC accounts below for the amount of AMD 57,000 (local delivery) or USD 300 (overseas delivery). The document will be sent by courier. No liability will be accepted for loss or late delivery.

7.    Deliver your bid:

  • to the address above;
  • on or before the deadline 15:00 hour, 19 January 2010. Late bids will not be accepted.
  • together with a Bid Security of USD 40,000.

Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend.

8.    The purchaser will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

9.    ADB's Domestic Preference Scheme will not be applied.
