1.    The Republic of Armenia has received a loan from the Asian Development Bank (ADB) towards the cost of Water Supply and Sanitation Sector Project. The Proceeds of Part of this loan will be used for payments under the contract named above. Bidding is open to eligible bidders from eligible source countries of ADB. This contract will be jointly financed by the Government of Armenia. The eligibility rules and procedures of the ADB will govern the bidding process.

The Armenian Water and Sewerage Closed Joint Stock Company (AWSC) ("the Employer") invites sealed bids from qualified eligible bidders for Improvement of Water Supply Systems of Artik Town and the Settlements of the Area including:

Arik Town:

  • Construction of approximately 17.0 km general length of de50-de225 diameter polyethylene street pipelines,
  • Construction of approximately 7.0 km general length of de20-de32 diameter polyethylene pipelines for replacement of branches for 746 individual houses and 45 apartment buildings,
  • Construction of reinforced concrete chambers for water meters for 746 individual houses,
  • Repair of 2 x V = 500m3 and 3 x V = 1000m3 capacity daily regulatory reservoirs,
  • Construction of a water intake facility along Mantash river, on the premises of Mantsh irrigation reservoir - approximately 0.55km general length of de250 diameter polyethylene pipe,
  • Reconstruction of 9 distribution valve chambers on the branches for the settlements of Artik area.

2.    International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure.

3.    Only eligible Bidders with the following key qualifications should participate in this bidding:

  • Key Experience Requirements: Minimum average annual construction turnover of USD 2.59 million within each of the last 3 (three) years.
  • Key Financial Requirements: Participation as contractor, management contractor, or subcontractor, in at least 2 (two) similar contracts within the last 5 (five) years with a value of at least USD 1.7 million each that have been successfully or are substantially completed.
  • Access to, or availability of financial resources such as liquid assets, unencumbered real assets, lines of credit and other financial means, other than any contractual advance payments for the amount of USD 550,000 equivalent.

6.    To purchase the Bidding Document in English, bidders should:

  1. Visit the Head Office of Armenian Water and Sewerage CJSC (AWSC) at the address above, submit a written application and pay a non-refundable fee of AMD 37,000 or USD 100. The method of payment will be direct deposit to Armenian Water and Sewerage CJSC accounts below;
    or
  2. Request for delivery by sending a written application to AWSC at the address above. The application must include proof of direct deposit to Armenian Water and Sewerage CJSC accounts below for the non-refundable amount of AMD 57,000 (local delivery) or USD 300 (overseas delivery). The documents will be sent by courier. No liability will be accepted for loss or late delivery.

7.    Deliver your bid:

  • to the address above;
  • on or before the deadline of 15:00 hours, 9 March 2010;
  • together with a Bid Security in the amount of USD 40,000.

Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend.

8.    The purchaser will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

9.    ADB's Domestic Preference Scheme will not be applied.
