1.    This Invitation for bids follows the General Procurement Notice for this Project that appeared in the ADB Business Opportunities on 15 May 2009.

2.    The Republic of Azerbaijan has applied for loan from the Asian Development Bank (ADB) towards the cost of MFF Water Supply and Sanitation Investment Program. Part of the proceeds of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of ADB.

3.    The "AZERSU" Joint Stock Company (the Employer) invites sealed bids from eligible bidders for the construction and completion of Water Supply Distribution and Sewerage Networks in and Goychay Town, consisting of the following:

  1. Water Intake Facilities
    • Drilling of 4 units of artesian wells, including installation of casing pipes with filter, water lifting pipes and submersible pumps. Construction of wellhead cubicles for 7 artesian wells. Laying of feeding power supply transmission line and installation of transformers.
    • Pipelines from artesian wells to water collecting area - 1,125m.
    • Pipelines from water collecting area to reservoir fields - 6,510m.
    • Construction of new and rehabilitation of existing of gravel and earth roads - 8,480m2.
    • Supply and installation of pumps in new pump station - 2sets.
    • Construction of laboratory including supply and installation of equipment - 2sets.
    • Construction of water reservoirs - V=2000m3 and V=500m3.
    • Area facilities.
  2. Water Supply System
    • Construction of water distribution network - 110,045m
    • Rehabilitation of asphalt covering of roads - 267,631m2.
    • Connection of houses including supply and installation of water meters - 9,537sets.
  3. Sewerage System
    • Construction of wastewater (sewerage) network - 98,472m
    • Rehabilitation of asphalt covering of roads - 148,116m2.
    • Connection of houses - 825sets.

The estimated implementation period is 720 days.

Qualifying requirements for assessment on a "Pass/Fail" basis are stipulated in Section 3: Evaluation and Qualification Criteria of the Bidding Documents.

4.    Only eligible bidders with the following key qualifications should participate in this bidding:

  • Experience in construction and successful completion of minimum 1 contract with similar works with a value of at least equivalent to US$ 25 million within the last 5 years;
  • Minimum average annual construction turnover of equivalent to US$ 20 million, which shall be calculated as total certified payments received for contracts in progress or completed, within the last 3 years;
  • The Bidders must submit documents demonstrating that their personnel, proposed for the key positions, have at least 5 years experience in similar works.
  • The Bidders must demonstrate that they are technically capable to implement similar works.
  • The bidders shall provide documents to prove that their financial consistency is not less than the proposed bid price.

5.    International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure.

7.    To purchase the complete set of Bidding Documents in English, eligible bidders should:

  • Send a written application to address above requesting for the bidding document for: L-42408-ICB-2.01 Construction of Water Supply Distribution and Sewerage Network in and Goychay Town;
  • Pay a non-refundable fee of Manat 800, or US$ 1,000, by direct deposit to the account mentioned below. No liability will be accepted for loss or late delivery.

8.    Bids must be delivered:

  • To the address below;
    "AZERSU" JSC, 67, Moscow Avenue,
    3rd floor, room 304, AZ1012 Baku, Republic of Azerbaijan;
  • On or before 16:00 (local time)on 18 January 2010;
  • Together with a Bid Security of US$800,000 or an equivalent amount in a freely convertible currency.

Bids will be opened immediately after the deadline in the presence of bidders' representatives.

9.    Domestic Preference Scheme will not be applied.
