1.    The Republic of Azerbaijan (hereinafter called "Borrower") has received a loan from the Asian Development Bank (ADB) (hereinafter called "loan") toward the cost of AZE 42408-01 MFF Water Supply and Sanitation Investment Program. Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of the ADB.

Qualifying requirements for assessment on a "Pass/Fail" basis are stipulated in Section 3: Evaluation and Qualification Criteria of the bidding document.

2.    The State Amelioration and Water Management Agency (SAWMA) of the Nakhchivan AR ("the Employer") invites sealed bids from eligible bidders for the construction and completion of Water Supply Distribution and Sewerage Networks in Nakhchivan Town, consisting of the followings:

  1. Water Intake Facilities
    • Construction of water reservoir (V=10000m3) - 1 unit
  2. Water Supply System
    • Construction of water distribution network - 21,572m
    • Rehabilitation of asphalt covering of roads - 51,000m2.
    • Connection of houses including supply and installation of water meters - 2,810sets.
  3. Sewerage System
    • Construction of wastewater (sewerage) network - 18,335m
    • Rehabilitation of asphalt covering of roads - 64,000m2.
    • Connection of houses - 530sets.

The estimated implementation period is 18 months.

3.    Only eligible bidders with the following key qualifications should participate in this bidding:

  • Experience in construction and successful completion of minimum one (1) contract with similar works with a value of at least equivalent to US$ nine (9) million within last five (5) years;
  • Minimum average annual construction turnover of US$ equivalent shall be twelve (12) million calculated as total certified payments received for contracts in progress or completed, within the last three (3) years;
  • The Bidders must submit documents demonstrating that their personnel, proposed for the key positions, meeting requirements: minimum five (5) years of experience in similar works;
  • The Bidders must demonstrate that they have enough technically capability to implement similar works;
  • The bidders shall provide documents to prove that their financial consistency is not less than proposed bid price.

4.    International competitive bidding will be conducted in accordance with ADB's Single-Stage One-Envelope Bidding Procedure.

6.    To purchase the bidding documents in English, eligible bidders should:

  • Pay a non-refundable fee of Manat 200.00, or US$250.00, by direct deposit to the account No. mentioned below. No liability will be accepted for loss or late delivery.

7.    Deliver your bid:

  • On or before the deadline: 16:00 (local time), 9 March 2010;

Bids will be opened immediately after the deadline in the presence of bidders' representatives.

8.    Domestic Preference Scheme shall not be applied.
