Loan No. 2119/20-AZE: Urban Water Supply and Sanitation Project

The Government of Azerbaijan Republic has received loans from the Asian Development Bank in the amount of US$ 30 million toward the cost of the Urban Water Supply and Sanitation Project, and it intends to use the proceeds of the loans to payments for goods, works, related services and consulting services to be procured under this project. Bidding for contracts will be governed by the Procurement Guidelines of the Asian Development Bank.

The objective of the Project is to improve the quality, reliability, and sustainability of water and sanitation services in towns of Agdash, Goychay, and Nakhchivan.

The Project consists two components: one for physical infrastructure construction and rehabilitation, and the other for institutional reforms and capacity building. Under the physical infrastructure construction and rehabilitation, in Agdash and Goychay, the Project will develop new well fields with 6 new boreholes, and rehabilitate 2 existing boreholes to replace the current water sources; replace the existing water distribution system with new pipes (about 100 km total); and build six elevated reservoirs and treatment facilities. In Nakhchivan, the Project will provide new and reliable gravity-fed trunk mains from the infiltration galleries, build 4 new command reservoirs, and refurbish 6 existing reservoirs, interconnecting them to create a chain at key location for improved water delivery through gravity flowand improve key section of the distribution system. For wastewater the Project will build a system of waste stabilization ponds in all three towns to treat sewage to acceptable level before discharing to rivers; construct about 120 km of new main and branch sewers; and build 4 sewerage pumping stations.

Part of the loan proceeds are intended to be used for the following.

A. Civil works through both ICB and NCB:

  • Installation of pipes, valves and fittings; construction of reservoirs, office and workshop buildings, treatment facilities and ancillary civil works for water supply projects;
  • Construction of sewerage system, including new pipe works (150-1,000 mm), rehabilitation, house connections, manholes, pumping stations and ancillary civil works.

B. Materials and Equipment:

  • Supply only pipes, valves and fittings (80-300 mm diameter); water supply equipment (meters)

Procurement of contracts financed by the loans will be conducted through the procedures specified in ADB's Procurement Guidelines(dated February 2007), and is open to all bidders from eligible source countries as defined in the guidelines. Specific Procurement Notices for prequalification of contractors under national/international competitive bidding procedures will be announced in ADB's website (www.adb.org), in newspapers of the Borrower's country and an internationally known and freely accessible website.
