1. The People's Republic of Bangladesh has received a loan from the Asian Development Bank (ADB) toward the cost of Dhaka Power System Upgrade Project, and it intends to apply part of the proceeds of this loan to payments under the contract named above.
2. The Dhaka Electric Supply Authority (DESA), the Employer, now invites sealed Bids from eligible Bidders from the member countries of ADB for the Supply and Delivery of the following package:

3. International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope bidding procedure and is open to all bidders from eligible source countries.
4. To obtain further information and inspect the bidding documents, bidders should contact the address below from 7 October 2007, Sundays to Thursdays, from 9:00-17:00 hours (BST):

5. To purchase the bidding documents in English, eligible bidders should:
- write to the address above
- pay a nonrefundable fee of Tk. 20,000 or US$100 by pay order/demand draft in favor of Additional Director (Finance), RAO, DESA.
The document may be sent by courier for an additional fee of Tk 5,000.00 or US$75 in favor of DESA. No liability will be accepted for loss or late delivery.
6. Deliver your bid:
- to the address in Clause 4 above
- on or before 12:00 hours (BST), on 18 November 2007. Late bids will be rejected.
- together with a Bid Security of US$50,000 or an equivalent amount in freely convertible currency
Bids will be opened in the presence of the bidders' representatives who choose to attend at the address above at 12:30 hrs BST on 18 November 2007.
7. DESA will not be responsible for any costs or expenses incurred by the bidders in connection with the preparation or delivery of bids.
8. To compare the bids, ADB's domestic preference scheme will be applied in accordance with the provisions stipulated in the Instructions to Bidders.
