1. The People's Republic of Bangladesh has received a loan from the Asian Development Bank (ADB) toward the cost of West Zone Power System Development Project (WZPSDP), and it is intended to apply part of the proceeds of this loan for payments under the contracts for supply & delivery of i) 33 kV and 11 kV Auto Circuit Reclosure, Contract No.; 36 ii) Twist Type Meter Seal, Contract No. 37; and iii) 3-Phase Energy Meter with CT & PT, Contract No. 38, for which this invitation for bids is issued.
2. The West Zone Power Distribution Company Limited (WZPDCL) invites sealed Bids from eligible Bidders from the member countries of ADB for the supply and delivery of the following materials :

3. International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all bidders from eligible source countries.
4. Interested eligible bidders may obtain further information from the address given below from Sunday to Thursday during office hours (9:00 hrs to 17:00 hrs BST) from 6 October 2008.
5. To purchase the Bidding Document in English, bidders should:
- submit a written application to the address below;
- pay a non-refundable fee as stated in the table above. The method of payment will be in the form of Demand Draft or Pay Order in favor of Project Director, 5-Town Power Distribution System Development Project of WZPDCL.
- The document may be sent by courier for an additional fee of Tk 10,000 or an equivalent US$ in favor of WZPDCL. No liability will be accepted for loss or late delivery.
6. Bids must be delivered:
- to the address below;
- on or before 11:00 hrs BST on 18 November 2008. Late bids will be rejected.
- All bids must be accompanied by a bid security as stated in the table above in US$ or an equivalent amount in a freely convertible currency.
Bids will be opened in the presence of the bidders' representatives who choose to attend at the address below at 11:30 hrs BST on 18 November 2008.
7. The West Zone Power Distribution Co. Ltd. (WZPDCL) will not be responsible for any costs or expenses incurred by the bidders in connection with the preparation or delivery of bids.
8. To compare the bids, ADB's Domestic Preference scheme will be applied in accordance with the provisions stipulated in the Bidding Documents.
9. Supply and delivery shall be completed within 90 days from the date of issuance of Commitment Letter from ADB.
