1. This Invitation for Bids (IFB) follows the General Procurement Notice for this Project that appeared in the ADB Business Opportunities, September 2002 (Volume 24/No.9).
2. The People's Republic of Bangladesh has received a loan from the Asian Development Bank (ADB) towards the cost of Jamuna Meghna River Erosion Mitigation Project (JMREMP), and it intends to apply part of the proceeds of this loan to payments under the contract for procurement of geo-textile bags, under the contract named above.
3. Bangladesh Water Development Board (BWDB) now invites sealed bid from eligible supplier/ contractor/ manufacturer for procurement of geo-textile bags in four Lots. As per schedule below the geo-textile bags are to be delivered at the PIRDP and MDIP sub-Project sites:

4. International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all Bidders from eligible source countries.
5. Interested eligible supplier/ contractor/ manufacturer can bid for one or more than one lot or for all four lots, as further defined in the Bidding Documents. However, evaluation and responsiveness of the bids will be determined separately for each Lot. Evaluation and comparison will be done in accordance with the evaluation criteria as provided in "Section III- Evaluation and Qualification Criteria" of the Bidding Document.
6. Bidders may obtain further information from the Project Director, JMREMP and inspect the Bidding Documents at the address given below from 16 September 2008 to 9 November 2008 between 9:00 to 17:00 hours BST on all working days (except government holidays).
7. To purchase the Bidding Documents in English, bidders should:
- submit a written application to the address below;
- pay a non-refundable fee of Tk. 10,000 or US$200 for the complete set (for all 4 lots) of the Bidding Document. The method of payment will be through a (a) Pay Order issued by a scheduled Bangladeshi Bank located in Dhaka or (b) Demand Draft/Cashier's Check, drawn in favor of the Deputy Director, Dhaka Regional Accounting Center (RAC), BWDB, Dhaka, Bangladesh from a Bank located in Bangladesh or in Bidder's country acceptable to the Purchaser.
- The documents may be collected by the authorized representative of the Bidder. In case of overseas delivery, the Bidding Documents will be sent by courier services for an additional fee of USD 100. No liability will be accepted for loss and late delivery of document by courier service.
8. A pre-bid meeting will be held at the address below on 26 October 2008 at 10:30 hours BST. Bidders or their representatives are invited and encouraged to attend the meeting.
9. Bids must be delivered:
- To the address below. The name and title of the procurement package should clearly be marked on the outer surface of the envelope containing the full bid proposal i.e., "Bid Offer for Supply of Geo-textile Bag".
- On or before 14:00 hours BST on 10 November 2008. Bids will be opened at 14:30 hours BST on 10 November 2008 in the presence of the Bidders or their representatives who choose to attend. Late bids shall be rejected.
- All bids must be accompanied by bid security as indicated in the table above.
10. The Project authority will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or submission of Bids.
11. In the comparison of bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in Bidding Document.
