1. The People's Republic of Bangladesh has received a loan from the Asian Development Bank (ADB) towards the cost of Dhaka Clean Fuel Project, and it intends to apply part of the proceeds of this loan to payments under the contract named above.
2. The Rupantarita Prakritik Gas Company Limited (RPGCL)/ Dhaka Clean Fuel Project (RPGCL - Part) now invites sealed bids from eligible bidders for the following packages:

3. International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all bidders from eligible source countries.
4. Only eligible bidders with the following key qualifications should participate in this bidding:
- For the procurement of 3,000 nos. of NGV Cylinders and necessary accessories (Phase-II), the Bidder should have minimum 5 (five) years experience in designing, manufacturing and supplying of CNG Cylinders and should have export track record of a minimum of one (1) contract for at least 500 NGV Cylinders, in a single work order, during the last five years.
- For the procurement of 2,500 sets of CNG Conversion Kits and necessary accessories (Phase-II), the Bidder should have minimum 5 (five) years experience in manufacturing and supplying of CNG Conversion Kits and should have export track record of a minimum of one (1) contract for at least 500 Nos. CNG Conversion Kits for Carburetor and/or EFI type engine, in a single work order, during the last five years.
5. To purchase the Bidding Document in English, eligible bidders should:
- submit a written application to the address below
- pay a non-refundable fee as stated above from 31 January 2008 to 30 March 2008 (during office hours). The method of payment will be in the form of Demand Draft or Pay Order in favor of Dhaka Clean Fuel Project (RPGCL-Part). The document may be sent by courier for an additional fee of Tk 5,000 or US$75 in favor of Dhaka Clean Fuel Project (RPGCL-Part). No liability will be accepted for loss or late delivery.

6. Bids must be delivered to:
- the address above
- on or before 31 March 2008, 11:00a.m. (BST). All bids must be accompanied by a bid security as stated above. Late bids will be rejected. Bids will be opened in the presence of the bidders' representatives who choose to attend at the address above on 31 March 2008 at 11:30 a.m. (BST).
7. RPGCL will not be responsible for any costs or expenses incurred by the bidders in connection with the preparation or delivery of bids.
8. To compare the bids, ADB's Domestic Preference scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
