1.    The People's Republic of Bangladesh has received a loan from the Asian Development Bank (ADB) towards the cost of Urban Governance and Infrastructure Improvement Project and it intends to apply part of the proceeds of this loan to payment under the contract for the supply and delivery of 5 Wheel Loader (Minimum 9000 kg) for which this invitation for bids is issued.

2.    The Urban Governance and Infrastructure Improvement Project, Local Government Engineering Department now invites sealed Bids from eligible Bidders for the supply, installation and testing & commissioning of the following package:

3.    International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all Bidders from eligible source countries of ADB.

4.    Interested eligible Bidders may obtain further information and inspect the Bidding Document from the office of the Project Director at the address below during office hours until 11 May 2008.

5.    To purchase the Bidding Document in English, Bidders should:

  • submit a written application to the address below
  • pay a non-refundable fee of Taka 6,000.00 or US$ 88.00 during office hours until 11 May 2008. The mode of payment will be cash or bank draft in favour of Project Director, Urban Governance and Infrastructure Improvement Project. The document may be sent by courier both for local (free of charge) and overseas delivery (for an additional fee of US$40). No liability will be accepted for loss or late delivery.

6.    Bids must be delivered:

  • to the address below
  • on or before 14:00 hours on 12 May 2008
  • Bids must be accompanied by a Bid Security of Taka 1,012,500.00 or US$ 14,890.00 in favour of the Project Director, Urban Governance and Infrastructure Improvement Project (UGIIP). Late bids shall be rejected.

Bids will be publicly opened in the presence of the Bidders' representatives, who choose to attend at the address below at 14.30 hours on 12 May 2008.

7.     The Urban Governance and Infrastructure Improvement Project will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

8.    To compare the Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
