1.    The People's Republic of Bangladesh has received a loan from the Asian Development Bank (ADB) towards the cost of Second Primary Education Development Program (PEDP II), and it intends to apply part of the proceeds of this loan to payments under the contract named above.

2.    The Directorate of Primary Education (DPE) now invites sealed bids from eligible bidders from the member countries of ADB for the procurement of the following Goods for the purpose of the Program.

3.    International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all bidders from eligible source countries.

4.    Interested eligible bidders may obtain further information and inspect the Bidding Document during office hours (from 9:00 am to 4:00 pm BST) on all working days (Sunday to Thursday) from 26 October 2008 at the following address:

5.    To purchase the complete set of Bidding Document in English, bidders should:

  • submit a written application to the address below;
  • pay a non-refundable fee of BDT 3,000 or USD 45. The method of payment will be either in Pay Order or Demand Draft from any scheduled bank in Bangladesh in favor of the Director General, Directorate of Primary Education and Program Director PEDP II, Dhaka, Bangladesh. The documents may be collected by the authorized representative of the bidder.

6.    Bids must be delivered:

  • to the address below;
  • on or before 2:00 p.m. on 14 December 2008. Late bids shall be rejected.
  • all bids must be accompanied by a bid security mentioned above.

Bids will be opened in the presence of the bidder or the bidder's representatives who choose to attend at the above address immediately after the deadline on 14 December 2008.

7.    The Director General, DPE and Program Director, Second Primary Education Development Program (PEDP-II), will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of Bids.

8.    In the comparison of Bids, ADB's Domestic Preference will be applied in accordance with the provisions stipulated in the Bidding Document.
