1. The People's Republic of Bangladesh has received a loan from the Asian Development Bank (ADB) toward the cost of Road Network Improvement & Maintenance Project-II, and it intends to apply part of the proceeds of this loan to payments under the contracts named below for Performance-Based Routine Road Maintenance Component for which this Invitation for Bids is issued.

2. The Additional Chief Engineer, Roads & Highways Department (RHD), ADB Projects, now invites sealed bids from eligible bidders from Bangladesh and other member countries of ADB for the following package:

3. National Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope bidding procedure and is open to all contractors of Bangladesh and international contractors of ADB member countries as per bidding documents.

4. To obtain further information and inspect the bidding documents, bidders should contact the address given below from Sunday to Thursday from 9:00 am to 5:00 pm BST.

5. To purchase the bidding documents in English, eligible bidders should:
  • write to address above
  • pay a non-refundable fee of Tk.5,000 by cash
  • on or before 12 August 2007

6. Deliver your bid:
  • to the address above in paragraph 4
  • on or before the deadline: 13:00 hours BST, 13 August 2007
  • together with a Bid Security of amount mentioned in the above Table in Paragraph 2 above in the form of bank draft or bank guarantee in favor of The Chief Engineer, Roads & Highways Department. Late bids will be rejected. Bids will be opened in the presence of the bidders' representatives who choose to attend at the address below at 13:30 hours BST on 13 August 2007

7. RHD will not be responsible for any costs or expenses incurred by the bidders in connection with the preparation or delivery of bids.

8. In the comparison of bids, ADB's domestic preference scheme will not be applied in accordance with the provisions stipulated in the Bidding Document.
