1. This invitation for Bids follows the General Procurement Notice for this project that appeared in the ADB Business Opportunities on 12 August 2004.

2. The Chittagong Port Authority has received a loan from the Asian Development Bank (ADB) toward the cost of "Chittagong Port Trade Facilitation Project (CPTFP) and it intends to apply part of the proceeds of this loan to payments under the contract for Supply, Installation and Commission of a Computerized Container Terminal Management System (CTMS) and a Management Information System (MIS) (CPA-1).

3. The Chittagong Port Authority now invites sealed Bids from eligible Bidders for Supply, Installation and Commission of a Computerized Container Terminal Management System (CTMS) and a Management Information System (MIS) (CPA-1).

4. International competitive bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure and is open to all Bidders from eligible source countries.

5. Interested eligible Bidders may obtain further information from the Project Director (CPTFP) and inspect the Bidding Document at the address given below from 9:00 to 17:00 hours.

6. The Bidding Document, in the English language, may be purchased by interested Bidders on the submission of a written application to the address below and upon payment of a non-refundable fee of BDT 6,800.00 or US$ 100.00. The method of payment will be through Sonali Bank, Port Branch in favour of the Chittagong Port Authority. The document may also be sent by Courier Service or directly to the representative of Bidders. No liability will be accepted for loss or late delivery.

7. Bids must be delivered to the address below at or before 11:00 hours on 6 March 2008. All Bids must be accompanied by a Bid Security of US$ 90,000.00. Late bids shall be rejected. Bids will be opened immediately thereafter, in the presence of the Bidders representatives who choose to attend at the address below.

8. The Chittagong Port Authority will not be responsible for any costs or expenses incurred by the Bidders in connection with the preparation or delivery of Bids.

9. In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Instructions to Bidders.
