1.    This Invitation for Bids follows the General Procurement Notice for this project that appeared in the ADB Business Opportunities on 28 October 2005.

2.    The People's Republic of Bangladesh has received a loan from the Asian Development Bank (ADB) toward the cost of Gas Transmission and Development Project and it intends to apply part of the proceeds (Part C: Rajshahi Gas Distribution Network) of this loan to payments under the contract for which the Invitation for Bids is issued.

3.   The Pashchimanchal Gas Company Limited (A Company of Petrobangla) now invites sealed bids from eligible Bidders from the member countries of the ADB for the supply and delivery of the following material for Installation of Cathodic Protection Systems for 280 km (1"-8") Gas Distribution Network with Town Border Station (TBS) and District Regulating Station (DRS) at Rajshahi City.

Delivery and services under the contract shall be completed within above-mentioned 90 (Ninety) days counting from 21 days after issuance of Commitment Letter by ADB.

4.    International competitive bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure and is open to all Bidders from eligible source countries.

5.    Interested bidders may obtain further information and inspect the Bidding Document from 9.00 am to 5.00 pm at the following address:

6.   To purchase the Bidding Document in English, eligible bidders should:

  • send a written application to the addresses below;
  • pay a non-refundable fee as specified in the table above in the form of Pay Order/Demand Draft in favour of Gas Distribution Network at Rajshahi City and its Adjoining Areas Project, PGCL from 27 December 2009.
  • The Bidding Document may also be sent by air-mail for overseas delivery and surface mail or courier for local delivery for an additional fee of BDT 100.00 (Local delivery) or US$100.00 (Overseas delivery). No liability will be accepted for loss or late delivery.

7.    Bid must be delivered to the address below in accordance with the instructions to Bidders on or before the time and date specified in the table above. Late bids shall be rejected. All Bids must be accompanied by a Bid Security for an amount as stated above. Bids will be opened on the specified date and time mentioned above in the presence of the Bidder's representatives who choose to attend.

8.    The Pashchimanchal Gas Company Limited will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

9.   In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
