Contract No. and Title:GTCL/B-RP/EPC/002. Design, Build and Turnkey Supply, Installation, Construction, Testing, Commissioning of 1 (one) City Gate Station (CGS) at Rajshahi and 2 (two) District Regulating Stations (DRS) at Puthia & Natore.

1.    The People's Republic of Bangladesh has received a loan from the Asian Development Bank (ADB) towards the cost of Gas Transmission and Development Project and it is intended that a Part of this loan will be used for payments under the contract named above. Bidding is open to eligible bidder(s) from eligible source countries of ADB.

2.    Gas Transmission Company Limited ("the Employer"), a company of Bangladesh Oil, Gas and Mineral Corporation (Petrobangla), now invites sealed bids from eligible bidders of the ADB member countries for Design Build and Turnkey Supply, Installation, Construction, Testing, Commissioning of 1 (one) City Gate Station (CGS) to be located at Rajshahi (capacity: 35 MMSCFD) and 2 (two) District Regulating Stations (DRS) to be located at Puthia (capacity: 15 MMSCFD) & Natore (capacity: 20 MMSCFD) including tie-in works with existing facilities; related civil works with necessary equipment/tools, supply of mandatory spare parts and training to the Employer's engineers & technicians/operators ("the Facilities").

3.   International competitive bidding will be conducted in accordance with ADB's "Single-Stage: Two-Envelope" Bidding Procedure.

4.    To be eligible for bidding against this IFB:

  • Bidder (or any Partner-in-charge in case of JV) must have successfully completed at least 1 (one) comparable natural gas regulating and metering station contract having capacity of 30 MMSCFD and above on design, engineering, procurement of materials, fabrication/ construction installation and testing & commissioning (EPC/Turnkey) basis outside the Bidder's own country within the last 5 (five) years on the date of bid opening.

6.    To purchase the bidding document in the English language, eligible and interested bidders:

  • may directly purchase the bidding document at the above mentioned address from 2 February 2010 during working hours on all working days by payment of a non-refundable fee of BD Taka 12,000.00 (Bangladesh Taka Twelve Thousand) or US$ 175.00 (US Dollars One Hundred Seventy-Five) in the form of Pay Order/Demand Draft/Cashier's check in favour of Gas Transmission Company Limited. No bidding document will be sold on the date of bid opening.
  • request for delivery by courier by sending a written application to The Project Director at the address mentioned above together with a Pay Order/Demand Draft/cashier's check over BD Tk. 12,000.00 plus BD Tk. 500.00 [Total BD Tk. 12,500.00 (Bangladesh Taka Twelve Thousand Five Hundred)] for local delivery or US$ 175.00 plus US$ 60.00 [Total US$ 235.00 (US Dollars Two Hundred Thirty-Five)] for overseas delivery upon receipt of which the document will be sent by courier without any liability for loss or late delivery.

7.    Bidders shall deliver their bids:

  • On or before 5 April 2010 at 11:30 hours (BST)

  • Together with a Bid Security amounting Bangladesh Taka 6,200,000.00 (Bangladesh Taka Six Million Two Hundred Thousand) or US$ 90,000.00 (US Dollars Ninety Thousand) issued by a reputed bank from an eligible country duly confirmed by a schedule bank of Bangladesh.

    Late bids will be rejected. Bids will be opened at 12:00 hours BST on 5 April 2010 in the presence of the bidders' representatives who choose to attend. If the bids cannot be received and opened due to any unavoidable circumstances or holiday on scheduled date, bids shall be received and opened at the same venue and time on the subsequent working day.

8.    Gas Transmission Company Limited will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
