1.    This Invitation for Bids follows the General Procurement Notice for this project that appeared in the ADB Business Opportunities on 28 October 2005.

2.    The People's Republic of Bangladesh has received a loan from the Asian Development Bank (ADB) toward the cost of Gas Transmission and Development Project and it intends to apply part of the proceeds (Part C: Rajshahi Gas Distribution Network) of this loan to payments under the contract for which the Invitation for Bids is issued.

3.    The Pashchimanchal Gas Company Limited (A Company of Petrobangla) now invites bids from eligible Bidders for the supply and delivery of the following materials for construction of 280 km (1”-8”) Gas Distribution Network, Town Border Station (TBS) and District Regulating Station (DRS) at Rajshahi City.

Delivery and services under the contracts shall be completed within 150 days counting from 21 days after issuance of Commitment Letter by ADB.

Bidder can participate in either one or both of the Groups.

4.    International competitive bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure and is open to all Bidders from eligible source countries.

5.     Interested eligible Bidders may obtain further information from Gas Distribution Network at Rajshahi City and its Adjoining Areas Project, Pashchimanchal Gas Company Limited, Zaman Complex, S. S Road, Sirajgonj, Bangladesh and inspect the Bidding Document at the address given below from 9.00 am to 5.00 pm from 28 November 2008.

6.    To purchase the Bidding Documents in English, Bidders should:

  • visit the office of Gas Distribution Network at Rajshahi City and its Adjoining Areas Project at the address given below and pay a non-refundable fee as mentioned in the table above in the form of pay-order/demand draft in favor of Gas Distribution Network at Rajshahi City and its Adjoining Areas Project, PGCL;
    or
  • Request for delivery by sending a written application to the office of Gas Distribution Network at Rajshahi City and its Adjoining Areas Project, PGCL at the address indicated below. The application must include a pay-order/demand draft in favor of Gas Distribution Network at Rajshahi City and its Adjoining Areas Project, PGCL for the cost of the Bidding Document as indicated in the table above plus an additional fee of US$100 for overseas delivery. No liability will be accepted for loss or late delivery.

No Bidding Document will be sold on the closing date of the Tender.

7.     Bid must be delivered:

  • to the office of Pashchimanchal Gas Company Limited (PGCL) at the address above;
  • on or before the Bid closing date and time as mentioned in the table above. Late bids shall be rejected.

Bids will be opened on the specified date and time mentioned above at the office of Pashchimanchal Gas Company Limited (PGCLP), in the presence of Bidder's representatives who choose to attend.

8.    Bids must be accompanied by a Bid Security as stated above and must be delivered to the office of the Project Director Gas Distribution Network at Rajshahi City and its Adjoining Areas Project Pashchimanchal Gas Company Limited (PGCL).

9.   The Pashchimanchal Gas Company Limited will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

10.   In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Documents.
