1.    The People's Republic of Bangladesh has received a loan from the Asian Development Bank (ADB) towards the cost of Gas Transmission & Development Project (PART-B) and it is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for the procurement of 3-D Seismic equipments and accessories.

2.    The Bangladesh Gas Fields Company Limited (BGFCL), a company of Bangladesh Oil, Gas & Mineral Corporation (Petrobangla) now invites sealed bids from the eligible bidders from member countries of ADB for the supply of various seismic materials/equipment and related services for appraisal of 5 gas fields namely Titas and Bakhrabad gas fields under BGFCL and Sylhet, Kailastila and Rashidpur gas fields under SGFL to upgrade the estimated gas in place and also to determine the exact location for future drilling activities. Materials have been grouped in the flowing bid groups and will be procured under the tender :

3.   International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all Bidders from eligible source countries.

4.   Interested eligible Bidders may obtain further information and inspect the Bidding Documents from 13 April 2008 to 29 May 2008 from 9:00 a.m. to 2:00 p.m. BST on all working days (Sunday thru Thursday) from BGFCL's Liaison Office at address below. No Bidding Document will be sold on the bid opening date.

5.   To purchase the Bidding Document, bidders should:

(a) visit the office of BGFCL's Liaison Office at the address above and pay a non-refundable fee as stated in the table above, in cash or Bank Draft to the account of Bangladesh Gas Fields Co. Ltd. STD Account No. 22, Sonali Bank, Brahmanbaria Branch, Brahmanbaria, Bangladesh.
or
(b) request for delivery by sending a written application to BGFCL's Liaison Office at address above. For an additional fee of USD50 the Bidding Document will be sent through express mail service. Mode of payment will be by Bank Draft. No liability will be accepted for loss or late delivery.

6.   Deliver your bid:

  • to the Liaison Office of BGFCL at the address above;
  • on or before 11:00 a.m. on 1 June 2008. Bids will be opened at 11:30 in the presence of bidder's representative. Late bids will be rejected.

7.   Bids must be accompanied with a Bid Security as stated in the table above. The Bid Security should be valid for 28 days beyond the end of the validity period of the bid. Bids must remain valid for 120 days from the date of closing of the bid deadline.

8.   Bidder may submit their bid for one or more or all of the above packages/lots. However, bid security must be submitted separately for each package/lot. No alternative bid will be taken into consideration.

9.   BGFCL will not be responsible for any costs or expenses incurred by the bidders in connection with the preparation or delivery of Bids.

10.   In the comparison of bids ADB's Domestic Preference Scheme will be applied in accordance with the provision stipulated in the Bidding Documents.

11.   Bangladesh Gas Fields Company Limited reserves the right to accept any or reject any or all bids or annul the bidding process at any stage without assigning any reason whatsoever and without incurring any liability to the affected bidders.
