1.    The People's Republic of Bangladesh has received a loan from the Asian Development Bank (ADB) towards the cost of the Gas Transmission & Development Project (GTDP) PART-D and it is intended that a part of the proceeds of this loan will applied to eligible payments under the contract for the procurement of Instrument, Hardware, Software, Accessories & Related Services for of Data Center of BAPEX in one contract package.

2.    Bangladesh Petroleum Exploration and Production Company Limited (BAPEX) being the Implementing Agency to execute the Project for and on behalf of Bangladesh Oil, Gas & Mineral Corporation (PETROBANGLA) now invites sealed bids from the eligible bidders from member countries of the ADB for supply and delivery of the Equipment, Hardware, Software & Accessories and related services for Bangladesh Petroleum Exploration & Production Company Limited (BAPEX) to upgrade the Data Center of BAPEX (Detail procedures are provided in the Bidding Documents).

3.    Delivery and installation including commissioning under the contract shall be completed within 90 (Ninety) days counting from 21 days after issuance of commitment letter by ADB.

4.    International competitive bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure and is open to all Bidders from eligible source countries.

5.    Interested eligible Bidders may obtain further information from Bangladesh Petroleum Exploration & Production Company Limited (BAPEX) and inspect the Bidding documents at the address given below.

6.    The Bidding Document, in the English language, may be purchased by interested Bidders on the submission of a written application to the address below and upon payment of a non-refundable US$ 144.00 or Taka 10,000 in the form of Pay Order /Demand Draft in favour of Bangladesh Petroleum Exploration & Production Company Limited (BAPEX) as specified below. No Bid document will be sold on the closing date of the tender.

Tender document will be available from 14 September 2008 to 28 October 2008 between 10:00 to 15:00 hours BST on all working days (except government holidays) in the holy month of Ramadan and between 10:00 to 16:00 hours BST from the following address:

The Document will be sent by courier for an additional fee of US$ 50.00(Fifty). No liability will be accepted for loss or late delivery.

7.    Bids must be delivered to the address below at or before 12:00 hours (BST) on 29 October 2008. Bids must be accompanied by a bid Security for an amount of US$ 30,000.00 or an equivalent amount in a freely convertible currency. Late bids shall be rejected. Bids will be opened on the same day at 12.30 hrs. (BST) in presence of the bidders' representatives who choose to attend.

8.    Bangladesh Petroleum Exploration and Production Company Limited (BAPEX) and Bangladesh Oil, Gas & Mineral Corporation (PETROBANGLA) will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of bids.

9.    In the comparison of bids ADB's domestic preference scheme will be applied in accordance with the provision stipulated in the Instruction to Bidders.
