1.    This Invitation for Bids follows the General Procurement Notice for this project that appeared in the ADB Business Opportunities issued on 28 October 2005.

2.    The People's Republic of Bangladesh has received a loan from the Asian Development Bank (ADB) towards the cost of the Gas Transmission and Development Project and it is intended that part of the proceeds of this loan will be applied for procurement of goods and services in accordance with ADB guidelines.

3.    Titas Gas Transmission and Distribution Co. Ltd. (TGTDCL) (The Purchaser) as the Implementing Agency on behalf of Petrobangla (the Executing Agency) now invites sealed bids for (a) Procurement of Mobile On-site Meter Calibration Unit; and (b) Procurement of Turbine (3"-12") & Rotary (2") Type Gas Meter, Equipped with EVC.

4.    The Bidder (s) should have the following experience criteria:

For Mobile On-site Meter Calibration Unit:

Minimum 5 years proven experience in manufacturing Mobile On-site Meter Calibration Unit and export track record for minimum 5 nos. Mobile On-site Meter Calibration Unit during the last 5 years in a single contract as stipulated in the Bidding Document.

For Turbine Meter equipped with EVC and Rotary Meter equipped with EVC:

Minimum 5 years proven experience in manufacturing Turbine Meter equipped with EVC and Rotary Meter equipped with EVC and export track record for minimum 10 nos. Turbine Meters with EVC (6" or above) and minimum of 10 nos. Rotary Meters with EVC (2") during the last 5 years in a single contract as stipulated in the Bidding Document.

5.    International competitive bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure and is open to all bidders from eligible source countries.

6.    Interested eligible bidders may obtain further information from the office of Project Director (SLRP), Titas Gas Transmission & Distribution Company Limited, 12th floor, 105, Kazi Nazrul Islam Avenue, Kawranbazar Commercial Area, Dhaka-1215 on all working days between 10.00 hours to 13.00 hours.

7.    To purchase the Bidding Document in English, bidders should:

  • submit a written application to the Deputy General Manager (Accounts) of Titas Gas Transmission & Distribution Company Ltd., 4th floor, 105, Kazi Nazrul Islam Avenue, Kawranbazar Commercial Area, Dhaka-1215;
  • pay a non-refundable fee as mentioned in the table above. The mode of payment will be in the form of Demand Draft/ Pay Order in favor of Titas Gas T & D Co. Ltd. (TGTDCL). The document may be sent by courier services or airmail. No liability will be accepted for loss or late delivery. No bidding documents will be sold on the day fixed for opening of bids.

8.    Bids must be delivered to:

  • the address below;
  • on or before 11.00 hrs (BST) on dates mentioned in the table above. Late bids shall be rejected. Bids will be opened at 11:30 hours on 2 November 2008 in the presence of Bidder's representatives who choose to attend at the address below:

If the bid cannot be received and opened due to any unavoidable circumstances or holiday on scheduled date and time, bid shall be received and opened at the same venue and time on the subsequent working day.

9.    TGTDCL will not be responsible for any costs or expenses incurred by Bidders in connection with preparation or delivery of Bids.

10.    In the comparison of bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the instructions to Bidders.
