1.    The People's Republic of Bangladesh has received a loan from the Asian Development Bank (ADB) to help finance the cost of the Bangladesh Railway Sector Improvement Program - Reform Project and intends to apply part of the proceeds of this loan to cover eligible payment under this contract for Procurement of Software with License along with its customization, support and implementation, commissioning and preparation of hardware and networking specifications for running the above mentioned software.

2.    Project Director, Bangladesh Railway Reform Project, now invites sealed bids from eligible bidders for the Procurement of Software with License along with its customization, support and implementation, commissioning and preparation of hardware and networking specifications for running the above mentioned software to support the enterprise resource planning solution of Bangladesh Railway. The following software with lifelong licenses and services will be required from the bidders:

  • Financial Accounting System Software with License
  • Fixed Assets System Software with License
  • Human Resource Management System (HRMS) Software with License
  • Payroll System Software with License
  • Procurement and Material Management System Software with License
  • Project Management System Software with License
  • Maintenance Management System Software with License
  • E-Mailing System Software with License
  • Document Management System Software with License
  • Real Estate Management System Software with License
  • Customization, Implementation, Commissioning & other related services.
  • Annual Technical Support after warranty period for 2 years
Total duration of the contract will be 5 years (Implementation period-2 years + Warranty period- 1 year + Annual Technical support after warranty period- 2 years).

3.    International competitive bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure and is open to all bidders from eligible source countries.

4.    The required qualification criteria for the OEM (Original Equipment Manufacturer) are as follows:

        a.   ERP must have been implemented in 5 different countries in the last 5 years with at least 5 functions out of:

  • Operations
  • Quality
  • Materials Management/Purchase management
  • Financial Management
  • Sales Management
  • HRMS

5.    The proposed ERP must have been implemented/ being implemented in at least 2 Railways, having yearly turn over of more than USD 10 Million, in 2 different countries.

6.    The proposed ERP must have been / being implemented in Bangladesh with financial, HRMS and MM module.

7.    The net worth of the company should be positive during last 3 financial years.
       Minimum annual average turnover of USD 35 million from proposed ERP product.

8.    The required qualification criteria for the Implementation partner are as follows:

        a.   The IP must have implementation experience on following modules;
  • Operations
  • Quality
  • Materials Management
  • Purchase Management
  • Financial Management
  • Sales Management,
  • HRMS

9.    The IP must have implemented the ERP for at least 3 customers in the last 3 years including ongoing projects (period starting from April 2005).

10.    The IP must have implemented the proposed ERP solution in at least 1 PSU/Government customer site for 500 transactional users.

11.    The IP must be SEI CMMi (Capability Maturity Model) level 5 certified.
         Minimum annual average turnover of USD 5 million.

12.    The IP should have the highest category of partnership with the proposed ERP OEM and should also be authorized by OEM for this project.

13.    The evaluation will be based on the following process:

  1. The bid will be scrutinized with respect to the Mandatory requirements against ERP Product Vendor and Implementation partner as specified in (Section-III-B) of the tender document . Only those bids that meet all the eligibility requirement s shall be considered for stage II evaluation.
  2. The bid passing Stage I evaluation will be scrutinized to ensure that the same is substantially responsive to the requirements set out in the Tender documents; else the bid is liable to be rejected. In particular, the requirements stated below must be complied with and confirmed by the Bidder:
  • General evaluation as described in 3.1 of Section-III-A.
  • All technical requirements as described in Section-VI and evaluated by the method described in 3.2 of Section-III-A.
  • All the functional requirement described in Section-VI.
  • Compliance to all terms and conditions.
  • Implementation methodology, training plan and all other non commercial relevant information for executing this project

14.    After evaluation of the technical and price bid, the substantial responsive bid with the lowest evaluated price will be deemed to be the best evaluated bid.

15.    Interested eligible bidders may obtain further information from the Project Director, Bangladesh Railway Reform Project and inspect the Bidding Document at the address given below, during office hours from 10.00 to 17.00 hours Bangladesh Standard Time (BST).

16.    To purchase the Bidding Document in English, bidders should:

  • submit a written application to the address below;
  • pay a non-refundable fee of Tk. 35,000 or US$ 500 in the form of Pay Order/Demand Draft in favour of the Project Director, Bangladesh Railway Reform Project;
  • no bid document will be sold on the closing date of the tender;
  • The Bidding Document may be sent by airmail for an additional fee of Tk. 2100 or $30 (local delivery) or Tk.3500 or $50 (overseas delivery). No liability will be accepted for loss or late delivery.

17.    A Pre-bid meeting will be held on 5 January 2009 at 10:00 a.m. (BST) at the office of the Project Director/Reform project at the address below, to clarify issues and to answer questions on any matter arising out of the Bidding Documents. The Bidders are requested to submit any questions in writing so as to reach the Purchaser's following address not later than 29 December 2008.

18.    Bids must be delivered:

  • to the address above;
  • on or before 16 March 2009 at 12:30 hours (BST). Late bids shall be rejected.
  • all Bids must be accompanied by a Bid-Security of USD 220,000 or BDT equivalent.

19.    Bids will be opened in the presence of the Bidders' representatives who choose to attend at the above address, 12:45 BST on 16 March 2009.

20.    Project Director, Bangladesh Railway Reform Project will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
