1.    The People's Republic of Bangladesh has received a loan from the Asian Development Bank (ADB) towards the cost of Sustainable Power Sector Development Programme and it is intended that part of the proceeds of this loan will be applied to eligible payments under the Contract No. PGCB/SPSDP/TL/5 for design, supply, install, Testing and Commissioning of 230kV Aminbazar-Old Airport transmission line on Turnkey basis.

2.    The Power Grid Company of Bangladesh Ltd. (the Employer) invites sealed bids from eligible bidders for the design, supply, delivery, installation, testing & commissioning of 230kV Aminbazar-Old Airport transmission line on turnkey basis as defined in the bidding document (the Works). The Works include:

Design, supply, delivery, installation, testing & commissioning on turnkey basis of 230kV Aminbazar-Old Airport transmission line (approx. 10km) which includes approx. 4km Aminbazar to Kalyanpur 230kV double circuit overhead and approx. 6km Kalyanpur to Old Airport 230kV double circuit underground transmission line.

Details of the scope of work are specified in the Bidding Document.

3.    International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure and is open to all bidders from eligible source countries.

4.    Bidders shall meet the following minimum requirements along with other requirements as mentioned in the Bidding Document:

  1. Bidders (partner in charge in case of Joint Venture) must have successfully completed, at least 3 comparable contracts (Design, supply, delivery, installation and testing & commissioning of minimum 2km 220kV or higher voltage double/single circuit underground transmission line in each contract on turnkey basis) within the last 10 years as on the date of opening of technical proposals. Out of which at least 1 installation will be in successful operation for minimum of 3 years.

    Bidders must also have project management experience (experience of partner in charge in case of Joint Venture) to demonstrate their management capability in at least 1 turnkey project (contract amount should not be less than US$ 5.0 million) outside their own country or in the case of a Bangladeshi Bidder, in Bangladesh or elsewhere within the last 10 years as on the date of opening of technical proposals.

    Each Partner of the Joint Venture other than the partner in charge must have successfully completed at least 1 Contract of minimum 1km electrical line of 110kV or higher voltage as contractor or subcontractor within the last 10 years as on the date of opening of technical proposals.

  2. Bidders shall provide Audited Financial statements or other forms of Financial Statements such as Balance Sheets/Financial Statements certified by a registered accountant and supported by copies of tax returns for the last 3 years as documentary evidence regarding Liquid Assets and Annual Turnover with their Bids. The minimum average Liquid Assets & Annual Turnover for last 3 years for the Bidder's organization or Joint Venture shall not be less than the following:
    1. Liquid Assets: US$ 0.8 million
    2. Annual Turnover: US$ 6.5 million

The partner in charge in case of Joint Venture shall meet not less than 50% and each partner of the Joint Venture shall meet not less than 25% of the minimum criteria given above item (b)(i) & (ii).

5.    The Works under this turnkey contract shall be completed within 21 months from the effective date.

7.    To purchase the Bidding Document bidders should:

  1. visit the office of Power Grid Company of Bangladesh Ltd. (PGCB) at the address above and pay a non-refundable fee of Tk. 7,000 or US$100 in the form of Pay Order/ Demand Draft in favour of Power Grid Company of Bangladesh Ltd.; or
  2. Request for delivery by sending a written application to the Power Grid Company of Bangladesh Ltd. (PGCB) at the address indicated above. The application must include a Pay Order/ Demand Draft in favour of Power Grid Company of Bangladesh Ltd. for the amount of Tk. 7,500 (local delivery) or US$130 (overseas delivery). The document will be sent by courier. No liability will be accepted for loss or late delivery.

8.    Bidders are to submit simultaneously two sealed envelopes, one containing the technical bid and another containing the price bid. Initially only the technical bids will be opened. The price bids will remain un-opened and will be kept in the custody of the Employer until the time of opening of the price bids.

9.    Bids must be delivered:

  • to the address above:
  • on or before 11:00 am (BST) on 1 March 2009.

10.    All bids must be accompanied by a Bid Security of US$ 115,000 or an equivalent amount in a freely convertible currency. The bid security must be included with the technical bid.

11.    The technical bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend.

12.    The price bids will be opened in the presence of the bidder's representatives who choose to attend at the time and date and at the address to be advised by the Employer after approval of the ADB of the evaluation of the technical bids.

13.    In the comparison of bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.

14.    PGCB will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids including costs and expenses related to visits to the sites of installation of the Works.
