1.    The People's Republic of Bangladesh has received a loan from the Asian Development Bank (ADB) towards the cost of Sustainable Power Sector Development Project and it is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for which this Invitation for Bids is issued.

2.    The Dhaka Electric Supply Company Ltd., (DESCO) now invites sealed Bids from eligible Bidders from the member countries of ADB for the supply and delivery of the goods/materials under the following bid packages:

3.    International competitive bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure and is open to all bidders from eligible source countries.

4.    Interested eligible Bidders may obtain further information from Dhaka Electric Supply Company Ltd., (DESCO) and inspect the Bidding Document at the address given below, from 10.30 am to 3.30 pm on all working days from 16 August 2009.

5.    To purchase the Bidding Document in English, bidders should:

  • Visit the office of the Company Secretary at the address indicated below and pay a non-refundable fee of Tk.5,000 or US$ 75 in the form of pay order or demand draft in favor of Dhaka Electric Supply Company Ltd., (DESCO);
    OR
  • Request for delivery by sending a written application to the Company Secretary at the address indicated below. The application must include a pay order or demand draft in favour of Dhaka Electric Supply Company Ltd., (DESCO) for the amount of Tk. 5,000 (local delivery) or US$ 75 (overseas delivery). The document will be sent by courier. No liability will be accepted for loss or late delivery.

6.    Bid must be delivered:

  • to the addressed below;
  • on or before 12:00 noon on 23 September 2009. Late bid shall be rejected.
  • The Technical Proposals of the Bids will be opened at 12:30pm in the presence of the Bidders' representatives who chose to attend at the address below. The Price Proposals of Bids will be opened in the presence of the Bidders' representatives who chose to attend at the time and date and at the address to be advised by the Purchaser after approval of ADB of the evaluation of the Technical Proposals by the Purchaser. Bidder may participate in either one group or more groups. Technical Proposal and Price Proposal Submission Sheets shall be submitted separately for the respective groups. Evaluation of bids will be done on group wise.
  • together with a Bid Security as indicated in the table above.

7.    DESCO will not be held responsible for any costs or expenses incurred by bidders in connection with preparation or delivery of Bids.

8.    In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
