1.    The People's Republic of Bangladesh has received a loan from the Asian Development Bank (ADB) toward the cost of "Sustainable Power Sector Development Project" and it is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for which this Invitation For Bids (IFB) is issued.

2.    Dhaka Electric Supply Company Ltd., (DESCO) now invites sealed Bids from eligible Bidders from the member countries of ADB for the supply and delivery of the 400 Volt Moulded Case Circuit Breaker with enclosure under Lot-C (Group-2) of Package-3.

3.    International competitive bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure and is open to all bidders from eligible source countries of ADB.

4.    Interested eligible Bidders may obtain further information from Dhaka Electric Supply Company Ltd., (DESCO) and inspect the Bidding Document at the address given below, from 10:30 am to 3.30 pm on all working days.

5.    To purchase the Bidding Document in English, bidders should:

  • submit a written application to the address below;
  • pay a non-refundable fee of Tk. 5,000, in the form of Demand Draft or Pay Order in favour of DESCO.
  • The delivery procedure is by surface mail or courier or hand delivery for local delivery (at no additional cost) and by airmail for overseas delivery for an additional fee of $150. No liability will be accepted for loss or late delivery.

6.    Bids must be delivered:

  • to the address below;
  • on or before 12.00 hours on 15 February 2010. Late Bids shall be rejected.
  • Bid must be accompanied by a bid security of $20,000.00 or an equivalent amount in a freely convertible currency in favour of Dhaka Electric Supply Company Limited. If bidders choose to provide their bid securities in other freely convertible currency, the equivalent amount in the other freely convertible currency of the required amount of $20,000.00 shall be calculated on the basis of the exchange rates prevailing on the date 28 days prior to the deadline for bid submission, as published by the central bank in the Bidder's home country.

Bids will be opened at 12:30 hours on 15 February 2010 in the presence of the Bidders' representatives who chose to attend at the address below.

7.    The DESCO will not bear any costs or expenses incurred by bidder(s) in connection with preparation or delivery of Bids.

8.    In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
