1. The Royal Government of Cambodia has received a Grant from the Asian Development Bank (ADB) towards the cost of Great Mekong Sub-Regional Communicable Disease Control Project (GMS-CDC Project Sub Component) (implemented under the integrated Health Sector Support Project of the Ministry of Health) and it intends to apply part of the proceeds of this Grant to payments under the contract for Laboratory Equipment & Materials and Reagents for National Institute of Public Health & 5 Provinces.
2. The Ministry of Health now invites sealed bids from eligible bidders for Laboratory Equipments for the following lots:
- Lot 1 (Laboratory Equipment, Glassware & Materials)
- Lot 2 (Reagents)
The standard laboratory equipment, glassware, materials and reagents include those required for storage, processing, testing and analysis in a public health laboratory operation. Bidder may quote for any of the lots or both lots
3. International Competitive Bidding will be conducted in accordance with ADB's Single Stage: One - Envelope Bidding Procedure and is open to all eligible source countries of ADB.
4. Interested eligible Bidders may obtain further information and inspect the Bidding Documents from the Health Sector Support Project Secretariat, Ministry of Health, at the address given below.
5. To purchase the Bidding Documents in English, bidders should:
(a) visit the office of Health Sector Support Project Secretariat, Ministry of Health, at the address given below and pay a nonrefundable fee of US$70 in cash;or(b) request for delivery by sending a written application to the office of the Ministry of Health at the address given below. The application must include a cashier's check over Kr 280,000 for local delivery or US$70 for overseas delivery plus an additional fee of Kr 200,000 for local delivery or $50 for overseas delivery. Or evidence of direct deposit to Account No. 30-400-6976 c/o Dr. Char Meng Chuor, Project Coordinator at Foreign Trade Bank of Cambodia, No. 3 R.V. Kramoun Sar, Phnom Penh, Cambodia, SWIFT: FTCCKHPP. The document will be sent by courier. No liability will be accepted for loss or late delivery.
6. Bids must be delivered:
- to the address below
- on or before 26 May 2008 at 15:00 Hours. Late bids shall be rejected.
7. All Bids must be accompanied by a Bid Security of:
- USD 7,000 or an equivalent amount in a freely convertible currency (for Lot 1 only)
- USD 1,500 or an equivalent amount in a freely convertible currency (for Lot 2 only)
Bids will be opened immediately after the deadline for submission of bids in the presence of the Bidders' representatives who choose to attend at the office of the Ministry of Health at the address given below.
8. The Ministry of Health will not be responsible for any cost or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
9. In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provision stipulated in the Bidding Document.
