Invitation for Bids
1. The Kingdom of Cambodia has received a loan from the Asian Development Bank (ADB) towards the cost of the Cambodia Road Improvement Project and it intends to apply part of the proceeds of the loan to eligible payments under the contract for which this Invitation for Bids is issued.
2. The Ministry of Public Works and Transport (MPWT) now invites sealed bids from eligible bidders for the supply and installation of vehicle monitoring system (VMS) at seven Weigh Stations along National Road No. 1, 5, 6 and 7.
3. International competitive bidding will be will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure. Bidding is open to bidders from eligible sourcde countries of ADB.
4. Only eligible bidders with the following qualifications should participate in this bidding:

- proven experience of satisfactorily supplying similar orders
- certification of calibration for use of the VMS by relevant Authorities is required
- the goods must be delivered to the designated weigh station sites and subsequently be properly installed, tested and commissioned in accordance with the proposed method for operation of law enforcement against overloaded vehicles

- pay a nonrefundable fee of USD100. The Document may be sent by express mail for an additional fee of US$75.0
