1. The Royal Government of Kingdom of Cambodia (RGC) has received a loan from the Asian Development Bank (ADB) towards the cost of the Mekong Tourism Development (MTD) Project. Part of this loan will be used for payments for the construction of New Terminal Building, Control Tower Building, Fire Station and Power House, Water Supply System.

2. The Project Management Unit, State Secretariat of Civil Aviation (PMU-SSCA) invites sealed bids for the construction and completion of RBE Improvement Project Building Works from eligible bidders who have vast experience, sound financial position, adequate resources of manpower and equipment who can undertake works costing over one million US dollars and experienced in building construction.

3. The contract duration for building works will be sixteen (16) months including a three (3) month rainy season hiatus. Equipment delivery, installation, and commissioning will coincide with the ability of requisite building works to accept such. More details and specifications are provided in the Bidding Document.

4. International competitive bidding will be conducted in accordance with ADB's Single Stage: Two- Envelope Bidding Procedure.

5. Bidders should have:

  • Minimum average annual turnover from construction business over the last three years of US$ 1.5 million, verifiable from the certified payments received for contracts completed.
  • Executed at least 2 similar projects with a value of at least US$0.5 million each in the last 5 years, duly certified by the employer that the projects are completed in time and stated quality.
  • Minimum Liquid Asset/Bank Credit Line of US$250,000.

6. Post qualification criteria will include several requirements on financial capacity, technical capability and works experience of which some are listed above.

8. To purchase the Bidding Document bidders should:

  • Write to the address above requesting 1 set of hard and soft copy of the Bidding Document for RBE Improvement Project, Contract Package 2 - Building Works (ICB/ADB/MTDP/A3/RBE/SAW/CP2)
  • Pay a non-refundable fee of US$200, in either cash; bank draft for the account of PMU of State Secretariat of Civil Aviation (PMU-SSCA) or bank transfer with the following bank details:

9. Deliver your bid:

  • to the address above
  • on or before 31 March 2008 , 9:00 a.m.
  • together with a Bid Security of $16,000

10. All Technical Bids will be opened immediately at the same time on the deadline for receipt of bids or promptly thereafter, in the presence of bidders' representatives who choose to attend.

11. Price Bids of substantially responsive bidders will be opened in the presence of the bidders' representative who chooses to attend. The date, time, and location will be advised in writing by the Employer.

12. Pre-Bid Meeting will be announced at a later stage. A site visit will be organized by the Employer and will be announced in the Pre-bid meeting.

13. The PMU-SSCA will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

14. When comparing Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Documents.
