1. The Royal Government of Kingdom of Cambodia (RGC) has received a loan from the Asian Development Bank (ADB) towards the cost of the Mekong Tourism Development (MTD) Project. Part of this loan will be used for payments for Precision Approach Path Indicator, Aircraft Rescue and Fire-Rescue, Body and Baggage X-Ray Screening Machines and 200KVA Power Generator.
2. The Project Management Unit, State Secretariat of Civil Aviation (PMU-SSCA) invites sealed bids for the Supply, Installation and Commissioning of Equipment for Supply, Installation and Commissioning of Fire-Rescue Equipment, PAPI, Security and Surveillance, Power Generation in multiple lots for the completion of RBE Improvement Project.
3. International competitive bidding will be conducted in accordance with ADB's Single Stage: One - Envelope Bidding Procedure.
4. Bidders should have:
- Minimum average annual turnover of Two (2) times of the cost of the Goods to purchase defined as the total payments received by the Bidder for contracts completed or under execution over the last three years.
- Successfully completed at least three (3) contracts as main supplier within the last three years. Value, nature, and complexity of these contracts should be comparable to the contract to be let.
- Goods offered are best available of type specified and certified to meet required standards of International Civil Aviation Organization.
5. Post qualification criteria will include several requirements on financial capacity, technical capability and works experience of which some are listed above.

7. To purchase the Bidding Document bidders should:
- Write to the address above requesting 1 set of hard and soft copy of the Bidding Document for RBE Improvement Project, Contract Package 3 - Special Equipment (ICB/ADB/MTDP/A3/RBE/SE/CP3)

9. Bids will be opened immediately at the same time on the deadline for receipt of bids or promptly thereafter, in the presence of bidders' representatives who choose to attend.
10. Pre-Bid Meeting will be announced at a later stage. A site visit will be organized by the Employer and will be announced in the Pre-bid meeting.
11. The PMU-SSCA will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
12. When comparing Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Documents.
