1.    The Royal Government of Cambodia has received a loan from the Asian Development Bank (ADB) and the Japan for International Cooperation Agency (JICA) toward the cost of the Second Power Transmission and Distribution Project, and it intends to apply part of the proceeds of this loan to payments under the contract for the Project.

2.    The Electricité du Cambodge, as the Executing Agency (EA), now invites sealed bids from eligible bidders for the following works: Design, Supply, Erection, Testing and Commissioning of (i) Complete 230 kV Veal Rinh Substation; (ii) Complete 230 kV Sihanouk Province Substation; and (iii) 230 kV Line Bay in Kampot Substation including Civil, Architectural, Mechanical and Electrical works on a full Turn-Key Basis Contract.

3.    The Works under this turnkey contract shall be completed within 18 months from the date of Contract effective date.

4.    Bidders shall meet the following minimum requirements along with other requirements as mentioned in the Bidding Documents:

  1. Bidders must have project execution experiences of 220kV or higher voltage substation works as a main contractor to demonstrate their capability in at least 2 similar turnkey projects within the last 10 years. And such substations shall have been operating successfully for at least last 3 years as on the date of opening of technical proposal. The above turnkey project contract amount should not be less than US$ 20,000,000.
    Bidders must also have experience (experience of partner in charge in case of Joint Venture) under contracts in the role of contractor, subcontractor, or management contractor for at least the last 10 years as of the bid submission deadline.
  2. The minimum Liquid Assets & Annual Turnover for the Bidder's organization or Joint Venture shall not be less than the following:
    1. Liquid Assets: US$ 25.0 million, for the last year
    2. Annual Turnover: US$ 50.0 million, average of last 5 years

5.    International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure .

6.    Interested eligible bidders may obtain further information from Electricité du Cambodge (EdC) and inspect the Bidding Documents at the address given below from 08:00 to 12:00 hours and from 15:00 to 17:00 hours on working days:

7.    To purchase the complete set of Bidding Documents, bidders should:

  • submit a written application to the address below;
  • and upon payment of a nonrefundable fee of US$ 300 or equivalent in another freely convertible currency. The method of payment will be cash or bank draft drawn on a reputable Bank .
  • The document may also be sent via courier for an additional fee of US$ 150 to be paid by the bidder to cover the mailing cost. No liability will be accepted for loss or late delivery.

8.    Bids must be delivered:

  • to the address above;
  • on or before 10:30 AM Cambodia Standard Time on 4 January 2010. Late bids will be rejected.
  • All bids must be accompanied by a bid security of $360,000 or an equivalent amount in a freely convertible currency.

9.    Bids will be opened in the presence of the bidders' representatives who choose to attend at the address above at before 11:00 AM Cambodia Standard Time on 4 January 2010.

10.    The EA will not be responsible for any cost or expenses incurred in the preparation and delivery of bids.
