Invitation for Prequalification

1. This Invitation for Prequalification follows the General Procurement Notice for this project that appeared in the Asian Development Bank's (ADB) Business Opportunities on 21 October 2008. This contract will be jointly financed by Ordinary Capital Resources, Asian Development Fund and the Government. The eligibility rules and procedures of ADB will govern the prequalification and the bidding process.
2. The Government of the Cook Islands has received a loan from the ADB towards the cost of Avatiu Port Development. The Procurement Method for this project shall be International Competitive Bidding (ICB) and bidding will be conducted in a single stage with one envelope procedures following the prequalification stage. Prequalification is open to all eligible firms from ADB member countries.
3. The Cook Islands Ports Authority (hereinafter referred to as the "Employer") intends to prequalify firms for the following contract(s) under this project:
- The Project will rehabilitate and expand the capacity of Avatiu port. The Project comprises (i) widening the harbour entrance, (ii) dredging to increase the depth alongside the wharf plus dredging and enlarging the ship turning area, (iii) reconstructing and realigning the quay, and (iv) repairing the adjacent wharf deck.
- The Minimum Qualification Criteria to be applied in the evaluation of prequalification criteria include Minimum Average Construction Turnover of US$12M and Specific Construction Experience on Contracts Similar Size and Nature, with minimum value US$11.2M.
4. It is expected that the Invitation for Bids will be made in July 2010.
5. Interested eligible Applicants may obtain further information from Cook Islands Ports Authority and inspect the Prequalification Document at the address given below, from 08:30 to 16:30 week days.
6. The Prequalification Document, in the English language, may be obtained by interested Applicants on the submission of a written application to the addresses below free of charge. The document will be sent by email. No liability will be accepted for loss or late delivery.
7. Applications must be delivered to the Cook Islands Ports Authority at the address below with three (3) copies to Beca International Consultants Ltd on or before 4:00pm Cook Islands local time on Monday 22 March 2010 (3:00pm Auckland local time, Tuesday, 23 March 2010). The Employer reserves the right to accept or reject late applications.
8. The Employer will not be responsible for any costs or expenses incurred by Applicants in connection with the preparation or delivery of their Applications.
9. The Employer will notify all Applicants in writing of the names of those Applicants who have been prequalified.
