1. This invitation for bids follows the General Procurement Notice for this Project that appeared in the ADB's Business Opportunities in April 2005.
2. The Government of the Federated States of Micronesia (FSM) has received a loan from the Asian Development Bank (ADB) towards the cost of the Omnibus Infrastructure Development Project. Part of the proceeds of this Loan will be used for payments under the contract named above.
3. The Department of Transportation, Communication and Infrastructure (DTC&I) of the Government of FSM on behalf of Yap State Government invites bids from qualified and experienced contractors for the improvement and expansion of Tomil- Gagil water supply system including development of wells in Tomil and Maap areas.
4. Brief summary on the scope of works are stated below:
- Cleaning , flushing and development of four (4) BH(boreholes) in Tomil well field and drilling of new three(3) BH(boreholes) in Maap area and complete them with well casing and filter pack after carrying out the necessary pumping tests.
- Installation of four (4) new submersible deep wells pumps in the existing four (4) deep wells (boreholes) after improving them as above, laying of PVC, HDPE & DI pipes of total length of approximately 51,000 ft. Within that supply and laying of pipes, new pumping mains and expansion of distribution system included in addition to the replacement of corroded above ground GI/DI pipes. Construction of ground level storage water tank (Reinforced Concrete) of US gallons 50,000 and rehabilitate the existing Gagil water tank .Construction of building to house the chlorination system, pump control room and provision for storage facilities. Work shall include partial automation of operation of BH pumps and establishment of chlorination facility with new dosing pumps.
- Site Investigation Reports must include the Resistivity survey for new well field in Maap area and the Soil Investigation for the foundation for civil structures as per specification.
- Estimated Contract Duration is 15 months for completion and the well drilling work at Maap area should be given priority and shall complete within four (4) months after awarding the contract.
5. International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure for small contracts with post qualification of contractors and is open to eligible bidders from ADB source countries.
6. Interested eligible bidders may obtain additional information from Mr. Phillip Joseph, Assistant Secretary, DTC& I and inspect the bidding document at the address given below.
7. Interested bidders must demonstrate their ability to undertake the above mentioned works and meet the criteria set out in the bidding documents.
- Minimum average annual turnover of US$3 million calculated as total certified payments received for contracts in progress or completed, within the last three years.
- Participation as contractor, management contractor, or subcontractor, in at least two contracts within the last three (3) years, each with a value of at least US$. 3 million that have been successfully or are substantially completed and that are similar to the proposed services. The similarity shall be based on the physical size, complexity, methods, technology or other characteristics.
- Joint ventures are permitted subject to the condition that the individuals or firms in a JV shall be jointly and severally liable.
8. To purchase a hard copy of the bidding documents in English, Bidders should submit a written application to the address below and pay a non refundable fee of US Dollar 50 for bid documents to be picked-up or US Dollar 100 for bid documents to be posted or couriered. The method of payment will be coordinated and paid at FSM Department of Treasury and Administration. Alternatively, Bidders may download a copy of the bidding documents free of charge from the ADB website after 8 December 2009, or send an email request to Mr. Phillip Joseph at the address indicated below. No liability will be accepted for loss or late delivery. Bidders are requested to provide the company name, address, telephone, fax number, name of contact person, and email address. This is required for record keeping of the parties who collected the bid documents and also to keep the bidders informed of any amendment to the bid document.
9. Pre Bid Conference and Delivery of bids:
- Prebid Conference is scheduled on 21 December 2009 at 10:00 am, at Chief Engineer's Office, C&EM, Department of Public Works and Transport, Yap State Government.
- Submission of bids, on or before 2:30 pm on 21 January 2010 at DTC & I. Late bids will be rejected. Bids will be opened in the presence of the bidders' representatives who choose to attend at the address below.
- In sealed envelopes marked: "FSM/YAP/ADB/OIDP-002: IMPROVEMENT AND EXPANSION OF TOMIL-GAGIL WATER SUPPLY SYSTEM INCLUDING DEVELOPMENT OF WELLS IN TOMIL AND MAAP AREAS IN YAP STATE, FSM" addressed to the Assistant Secretary, Dept of Transportation, Communication and Infrastructure to the address indicated at the end of this notice.
- All bids must be accompanied by a bid security of US Dollar 30,000 (US $ thirty thousand) in the form of an unconditional bank guarantees, or an irrovacable letter of credit or a manager's cheque payable to the Government of FSM. Company cheques will not be acceptable.
