1.    India has received a loan from the Asian Development Bank (ADB) towards the cost of Urban Water Supply and Environmental Improvement Project in Madhya Pradesh - Supplementary. Part of this loan will be used for payments under the contracts named above.

2.    Indore Municipal Corporation, represented by Commissioner, Indore Municipal Corporation on behalf of Urban Administration and Development Department, Government of Madhya Pradesh (the Employer) invites Bids for the works given below. Bidding is open to bidders from eligible source countries of ADB who fulfill qualification requirements given in Section 3 of the Bidding Document, briefly stated below.

Design and Construction of RCC Over Head Service Reservoirs.

Lot No. 3: Design and Construction of RCC Over Head Service Reservoirs at Industrial Area Sector A and Mahalaxmi Nagar Sector - R in Indore City

Lot No. 4: Design and Construction of RCC Over Head Service Reservoirs at Sai Kripa Colony and Shri Nagar in Indore City

Minimum average annual construction turnover within the last 3 financial year ending 31 March, 2008 shall be for Lot No. 3 Rs. 3,60,00,000 (or US$ 900,000), for Lot No. 4 Rs. 3,60,00,000 (or US$ 900,000) and for different combination of bidding, added turnover of relevant lots shall be required.

Key Experience during last 10 years shall be for Design, Construction, Testing and Commissioning in single contract of at least: One contract each of at least 1.5 ML capacity OHSRs for Lot No. 3 and Lot No. 4. For combined bidding of Lot No. 3 and Lot No. 4, two contracts each of at least 1.5 ML capacity OHSRs or 1 OHSR meeting equivalent cumulative capacity for combined bidding of Lot No. 3 and Lot No. 4.

3.    Bidders may bid for one or both lots as further defined in the Bidding Document. Bidders wishing to offer discounts in case they are awarded more than one lot will be allowed to do so, provided those discounts are included in the letter of Price Bid.

4.    In case of joint venture all partners combined must meet all financial and relevant experience requirements. One partner must meet minimum 40% of all financial requirements and each of other partners must meet minimum 25% of all financial requirements.

5.    International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure. The bids can be submitted online/ electronically or offline/ traditional system.

6.    To obtain further information, and inspect the Bidding Document, bidders should contact the following address or website until 15:00 hrs on 31 January 2009. The Bidding Document will be available for purchase until 17 February 2009.

7.    To purchase the Bidding Document, bidders should:

  1. visit the office of Project Manager, Project Implementation Unit at the address indicated above and pay a non-refundable fee of Rs. 5,000.00 or US$ 110 by demand draft in favour of Project Manager, PIU, Indore payable at Indore;
  2. request for delivery by sending a written application to the office of the Project Manager, Project Implementation Unit at the address indicated above. The application must include a demand draft in favour of Project Manager, PIU, Indore payable at Indore, for the amount of Rs. 5,500 (local delivery) or US$ 110 (overseas delivery). The document will be sent by courier. No liability will be accepted for loss or late delivery.
  3. For online bidding, interested Bidders can view and download Bidding Documents, at the QA/QC Manual, Health and Safety Manual and Standard Specifications website: http://www.abcprocure.com/uwseip. Bidders who wish to submit their bid shall pay a non-refundable fees of Rs. 5,000 or US$ 110 by demand draft in favour of Project Manager, PIU, Indore payable at Indore.

8.    Pre bid meeting will be held at 11.00 hrs on 19 January 2009, at Project Manager Office, PIU, Indore.

9.    Bids must be delivered:

  • to the PIU office at the address indicated above;
  • for online bidders, bids must be delivered to the following website http://www.abcprocure.com/uwseip;
  • on or before 15:00 hours Local Time on 18 February 2009. Late bids will not be accepted.

Bids will be opened immediately after the deadline in the presence of bidder's representatives.

10. Bid must be accompanied by a Bid Security as follows:

11.    The Employer will not be responsible for any costs or expenses incurred by the Bidders in connection with the preparation and delivery of Bids.

12.    In the comparison of bids, ADB's Domestic Preference will be applied in accordance with the provisions stipulated in the Bidding Document.
