1.    India has applied for a loan from the Asian Development Bank (ADB) toward the cost of Himachal Pradesh Clean Energy Development Program (HPCEDIP) and it is intended that part of this loan will be used for payments under the contract named above.

2.    The Himachal Pradesh Power Corporation Ltd. (HPPCL) now invites sealed bids from eligible bidders for the construction and completion of Power House Complex (Civil Works) of the Sawra Kuddu Hydroelectric Project (2-P/ADB/HCEDIP/Sawra Kuddu (Power House):

Composing construction of Surge Shaft, Pressure Shafts, Machine Hall, Erection Bay, Control Bay, Transformer Cavern, Pot Head Yard, Cable Tunnel, MAT & other tunnels and Tail Race Tunnel complete in all respects for Sawra Kuddu Hydroelectric Project (111 MW) located in Distt. Shimla of Himachal Pradesh.

3.    International competitive bidding will be conducted in accordance withADB's Single-Stage: Two-Envelope Bidding Procedure and is open to all bidders from eligible source countries.

4.    To obtain further information and inspect the Bidding Document, bidders should contact the General Manager at the following address during working days starting 1 April 2008:

5.    To purchase the Bidding Document in English, eligible bidders should:

  • pay a nonrefundable fee of INRs. 15,000 or US$375;
  • the Bidding Documents will be sent via courier for an additional fee of INR 200 for domestic delivery and US$ 50 for overseas delivery. No liability will be accepted for loss or late delivery of the Bidding Document.

6.    A pre-bid conference will be held on 29 April 2008.

7.    Bidders must deliver their bids:

  • to the address above;
  • on or before 14:00 hours, on 19 June 2008;
  • together with a Bid Security of INR 50.0 lacs or US$ 125,000.

8.    Bids will be opened at 15:00 hours on 19 June 2008 in the presence of bidders' representatives who chose to attend at the address above.

9.    The HPPCL will not be responsible for costs or expenses incurred by bidders in connection with the delivery or preparation of bids.
