1.    India has applied for a loan from the Asian Development Bank (ADB) towards the cost of Himachal Pradesh Clean Energy Development Program (HPCEDIP)- Project 3 and it is intended that part of the proceeds of this loan will be used for payments under the contract named above.

2.   The Himachal Pradesh Power Corporation Ltd. (HPPCL) now invites sealed bids from eligible bidders for the Procurement of Plant, design, supply, erection & commissioning of Electromechanical equipment of Sainj H.E. Project (2x50 MW) -Comprising of Generating Units With Associated Auxiliaries, Generator Transformers, 145 kV GIS, XLPE Cable and other Power Plant Equipment for Power House Complex, Pothead Yard Area Barrage Area and BFV House Area (7-P/ADB/HCEDIP/Sainj (E&M).

3.    International Competitive Bidding will be conducted in accordance with ADB's Two-Stage: Two-Envelope Bidding Procedure and is open to all bidders from eligible source countries of ADB.

4.     To obtain further information and inspect the Bidding Document, bidders should contact the Deputy General Manager at the following address during working days starting 25 September 2009:

5.    To purchase the Bidding Document in English, eligible bidders should:

  1. visit the office of the Deputy General Manager, and pay a nonrefundable fee of Indian Rupees 20,000 or US$400 in the form of demand draft in favor of H.P Power Corporation Ltd. payable at Shimla (H.P);
    or
  2. request for delivery by sending a written application to the Deputy General Manager. The application must include a demand draft in favor of H.P Power Corporation Ltd. payable at Shimla (H.P), for the amount of Indian Rupees 21,000 (local delivery) or US$ 500 (overseas delivery). No liability will be accepted for loss or late delivery.

6.    A pre-bid conference will be held on 10 November 2009 at the above address.

7.    Bids must be delivered:

  • to the address above;
  • on or before 14:00 hours on 26 March 2010.

8.    Bids must be accompanied by a Bid Security of INR 15 Million or US$ 0.30 Million

9.   Bids will be opened at 15:00 hours on 26 March 2010 in the presence of bidders' representatives who choose to attend at the address above.

10.    The HPPCL will not be responsible for costs or expenses incurred by bidders in connection with the delivery or preparation of bids.
