1. India has applied a loan from the Asian Development Bank (ADB) toward the cost of Uttarakhand Power Sector Investment Program (Project 2) and it is intended that part of this loan will be used for payments under the contract named above.
2. The Power Transmission Corporation of Uttarakhand Ltd. (PTCUL) now invites sealed bids from eligible bidders for construction and completion of 400 KV Srinagar Substation, which include design, supply, installation, testing and commissioning, complete in all respect on turnkey basis.
3. International competitive bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure and is open to all bidders from eligible source countries.
4. To obtain further information, the bidding documents can be viewed on the PTCUL website at http://www.ptcul.org or, bidders should contact the following address during working days starting 15 March 2008:

5. To purchase the Bidding Document in English, eligible bidders should:
- Write to address above requesting the bidding documents for
2-P/ADB/PTCUL/400 KV Srinagar Substation. - Pay a nonrefundable fee of INRs. 20,000 or US$500. The method of payment will be by Bank draft in favour of MD, Power Transmission Corporation of Uttarakhand, or or other method acceptable to PTCUL.
- The Bidding Documents can also be downloaded directly from PTCUL's website www.ptcul.org. For this, the non refundable fee, as specified above, should be sent along with the bids in a separate envelope.
- The bidding documents will be sent by domestic post and by courier outside India at an additional cost. No liability will be accepted for loss or late delivery of the bidding documents.
6. A pre-bid conference will be held at 1100 on 3 April 2008.
7. Bidders must deliver their bids:
- to the address above
- on or before 15:00 on 14 May 2008
- together with a Bid Security of INR 20.0 millions or US$500,000
8. Bids will be opened at 15:30 on 14 May 2008 in the presence of bidders' representatives who chose to attend at the address above.
9. The PTCUL will not be responsible for costs or expenses incurred by bidders in connection with the delivery or preparation of bids.
10. In the comparison of bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
