1.    India has applied a loan from the Asian Development Bank (ADB) toward the cost of Uttarakhand Power Sector Investment Program (Project 4) and it is intended that part of this loan will be used for payments under the contract named above.

2.    The Power Transmission Corporation of Uttarakhand Ltd. (PTCUL) now invites sealed bids from eligible bidders for:

  1. Construction and completion of 400 KV GIS Pipalkoti Substation which include design, supply, installation, testing and commissioning, complete in all aspects on turnkey basis.
  2. Construction and completion of 400kV Double Circuit (DC) Lines on Quadruplr Bubdled Bersimis Conductor from Srinagar to Kashipur (152km) and LILO of the Vishnuprayag - Muzzafarnagar Line at Pipalkoti which include design, supply, installation, testing and commissioning, complete in all respect on turnkey basis.

3.    International competitive bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope bidding procedure and is open to all bidders from eligible source countries.

5.    To purchase the Bidding Document in English, eligible bidders should:
  • Write to address above requesting the bidding documents for
    • For ICB No. 3-P/ADB/PTCUL/400 KV GIS Pipalkoti Substation
    • For ICB No. 4-P/ADB/PTCUL/400kV D.C. Transmission Line
  • pay a nonrefundable fee of INRs. 20,000 or US$500 for each of the works. The method of payment will be by Bank draft in favour of MD, Power Transmission Corporation of Uttarakhand Ltd. or other method acceptable to PTCUL
  • The Bidding Documents can also be downloaded directly from PTCUL's website www.ptcul.org. For this, the non refundable fee, as specified above, should be sent along with the bids in a separate envelope.
  • the bidding documents will be sent by domestic post and by courier outside India at additional cost.
No liability will be accepted for loss or late delivery of the bidding documents.

6.    A pre-bid conference will be held on:
i) For No. 3-P: 19.01.2009
ii) For No. 4-P: 21.01.2009

7.    Bidders must deliver their bids:
  • to the address above
  • at or before 15:00 on:
    i) For 3-P: 13 February 2009
    ii) For 4-P: 16 February 2009
  • together with a Bid Security of
    • For 3-P: INR 23.6 millions or US$ 0.48 Million
    • For 4-P: INR 103 millions or US$ 2.1 million

8.    Bids will be opened at 15:30 on the following day, in the presence of representatives who chose to attend at the address above.
i) For 3-P: 13 February 2009
ii) For 4-P: 16 February 2009

9.    The PTCUL will not be responsible for costs or expenses incurred by bidders in connection with the delivery or preparation of bids.
