Contract Title:i) 5-P/ADB/PTCUL/220 KV DC Lata Tapovan - Joshimath Transmission Line
ii) 8-P/ADB/PTCUL/220 kV DC Joshimath - Pipalkoti Transmission Line
Deadline for Bids:15:00 on 6 June 2009 for 5-P
15:00 on 8 June 2009 for 8-P (Extended Deadlines)

1.    India has applied for a loan from the Asian Development Bank (ADB) towards the cost of Uttarakhand Power Sector Investment Program (Project 4) and it is intended that part of this loan will be used for payments under the contract named above.

2.    The Power Transmission Corporation of Uttarakhand Ltd. (PTCUL) now invites sealed bids from eligible bidders for the following:

  1. Construction and completion of 220 KV Double Circuit (DC) Lata Tapovan - Joshimath Transmission Line (12.2km) which include design, supply, installation, testing and commissioning, complete in all aspects on turnkey basis.
  2. Construction and completion of 220kV DC Joshimath - Pipalkoti Transmission Line (20.3km) which include design, supply, installation, testing and commissioning, complete in all respect on turnkey basis.

3.    International competitive bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope and is open to all bidders from eligible source countries.

5.    To purchase the Bidding Document in English, eligible bidders should:

  • Write to address above requesting the Bidding Document/s for
    1. For ICB No. 5-P/ADB/PTCUL/220KV DC Lata Tapovan-Joshimath Transmission Line
    2. For ICB No. 8-P/ADB/PTCUL/220kV DC Joshimath - Pipalkoti Transmission Line
  • pay a non-refundable fee of INRs. 20,000 or US$500 for each of the works. The method of payment will be by Bank draft in favour of MD, Power Transmission Corporation of Uttarakhand Ltd. or other method acceptable to PTCUL
  • The Bidding Documents can also be downloaded directly from PTCUL's website www.ptcul.org. For this, the non-refundable fee, as specified above, should be sent along with the bids in a separate envelope.
  • the Bidding Documents will be sent by domestic post and by courier outside India at an additional cost. No liability will be accepted for loss or late delivery of the Bidding Documents.

6.    A pre-bid conference will be held at 11:00 am on 15 April 2009:

  • to the address above
  • on or before 15:00 on
    i) 6 June 2009 for 5-P
    ii) 8 June 2009 for 8-P
  • together with a Bid Security of
    i) For 5-P: INR 6.39 Million or US $ 0.132 Million
    ii) For 8-P: INR10.3 Million or US$ 0.21 Million

8.    Bids will be opened at 15:30 on the dates specified above in the presence of bidders' representatives who chose to attend.

9.    The PTCUL will not be responsible for costs or expenses incurred by bidders in connection with the delivery or preparation of bids.
