1.    India has received a loan from the Asian Development Bank (ADB) towards the cost of Kolkata Environmental Improvement Project. Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of the ADB.

2.    Irrigation and Waterways Department, Government of West Bengal (The Employer) represented by The Project Manager(M & E), Project Management Unit, KEIP now invites sealed bids from eligible bidders for the Construction of Canal Pumping Station at Chowbhaga and the approximate principal quantities involved, but not limited to, are:

3.    International Competitive Bidding will be conducted in accordance with ADB'S Single-Stage: Two-Envelope bidding procedure .

5.    To purchase the Bidding Documents in English, eligible bidders should :

  • write to the address above requesting the Bidding Documents for the Construction of Canal Pumping Station at Chowbhaga
  • pay a non-refundable fee of Rs. 10,000 or US $ 210 by way of demand draft favouring Senior Engineer, attached to the Project Director, PMU, KEIP, I & W Department, Govt. of West Bengal, payable at Kolkata. The document will be sent by courier for an additional fee of Rs. 2500 within India or Rs. 6000 or US $ 150 for delivery outside India.

6.    Bidders should satisfy the following qualification requirements and must demonstrate that:

  • The bidder's net worth is positive.
  • Minimum average annual construction turnover of US$ 4.98 Million (INR 234 Million) calculated as total certified payments received for contracts in progress or completed, within the last 3 (three) years.
  • The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the overall cash flow requirement: US $ 1.0 Million (INR 46.8 Million).
  • Experience under construction contracts in the role of Contractor / Subcontractor or Joint venture partner for at least the last 10 (ten) years prior to the applications submission deadline in the field of pumping station work.
  • " Participation as Contractor / Subcontractor or Joint Venture partner in at least 2 (two) contracts within the last 10 years, each with a value of at least US $ 4.98 Million (INR 234 Million) that have been successfully or are substantially completed (80%) and that are similar to the proposed works.

Out of the two contracts as required in above, at least one of the works shall be with vertical pumps driven by HT drive motors.

A bidder having experience in executing electromechanical works only for similar nature and type of proposed works shall have to form a joint venture for executing civil component of the works. The civil contractor must have experience of executing similar nature and type of works proposed for this bid. The same must be supported by credentials and performance certificates from clients/end-users for executing works in the field of construction of underground sumps, reservoirs, structures etc.

Alternatively, a bidder having experience in executing civil works only shall have to form a joint venture for executing electromechanical components of the works of similar nature. The same must be supported by credentials and performance certificates from clients/end-users for executing works in the field of electromechanical works, fulfilling the qualifying requirements of the bid.

The manufacturer of the pumping sets must have supplied vertical pumps of similar types & duties(minimum 1.42 m3/sec) as mentioned in the specification for at least 30 installations and those that are running satisfactorily for more than 3 years. Each installation shall mean separate order/pumping station( un-priced order for all 30 installations shall have to be furnished as supporting documents alongwith the technical bid).

The manufacturer of the pumping sets must have supplied vertical drainage pumps of similar duties (minimum 1.42 m3/sec ) for at least 6(six) installations, out of which atleast 3 installations must be with HT voltage driven equipment and each installation with pumps each with a minimum capacity of 1.42 m3/sec The bidder shall have to submit documentary evidence for such installations which are in good running condition for more than 3 years ,each pump running on an average for 500 hrs per year at a minimum.

  • Construction Experience in Key Activities
    To be qualified, bidders shall also have to furnish evidence of carrying out in any one year during the last ten years, the following work:
    1. Supply and installation of wet pit axial / mixed flow drainage pumps of total capacity 4.25 m3/sec, of any number of pumps, having capacity not below 1.42 m3/sec
    2. Construction of 1 (one) no. deep sump for a depth of 6 mtrs below ground level including superstructure
    3. Installation of one no HV Sub-station and electrical along with cabling and transformer for 11 KV / 6 KV / 3 KV including ancillary works like circuit breaker etc.

7.   A Pre bid meeting will be held in the office of the Project Manager (M & E) Project Management Unit, Kolkata Environmental Improvement Project, Irrigation & Waterways Department, Government of West Bengal at 12.00 noon (IST) on 11 February 2010. Bidders are encouraged to participate in this meeting and it is desirable that bid document is studied thoroughly before this meeting.

Project Manager (M & E) Project Management Unit, Kolkata Environmental Improvement Project, Irrigation & Waterways Department, Government of West Bengal will arrange site inspection on 10 February 2010. Bidders are advised to send their representative(s) to KEIP office at the address above at 11.00 A.M. (IST) and proceed to site with PMU Engineers.

8.    Deliver your bid :

  • To the address above;
  • On or before the deadline of 15 March 2010 at 2.30 p.m. (IST);
  • Together with a Bid Security of INR 2,350,000.00 or an equivalent amount in a freely convertible currency. The rates of exchange shall be the selling rates 28 days prior to the deadline for submission of bids, published by the Reserve Bank of India.
    Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend.

9.    When comparing Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
