1. India has received a loan from the Asian Development Bank (ADB) for the Railway Sector Improvement Project. Part of the proceeds of this loan will be used for payments for works under the contract named above. Bidding is open to eligible bidders from eligible source countries of ADB.
2. Rail Vikas Nigam Limited (RVNL) (the Employer), New Delhi invites sealed bids from eligible bidders for the fabrication, assembly and launching of 16x45.7m triangulated open web welded steel through girder confirming to MBG loading over Br No. 553 (Kathjodi River) in connection with Cuttack-Barang Doubling in Khurda Road Division of East Coast Railway in the State of Orisa, India.
3. International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure and is open to all bidders from eligible source countries of ADB.
4. To obtain further information and inspect the Bidding Document, Bidders should contact the following between 10:00 hrs and 17:00 hrs on all working days from 23 November 2009 to 1 January 2010.

5. To purchase the Bidding Document, eligible bidders should:
- Write to the address given above;
- Pay a non-refundable fee of INR. 20,000 by a crossed Demand Draft on any Scheduled bank drawn in favor of Rail Vikas Nigam Limited, New Delhi payable at New Delhi, INDIA;
- Pay an additional amount of INR 1,000 for delivery of Bidding Documents by Post/Courier. No liability will be accepted for loss or late delivery.
- Bidding documents will be issued only up to 29 December 2009, if they are sent by post and 1 January 2010, if to be picked up in person by authorized representative;
- Bidding Documents can also be downloaded from RVNL website http://www.rvnl.org ;
- Please note that if any drawings are referred in the Bidding Document, the cost of such drawings shall be inclusive in the cost of Bidding Documents. For viewing the drawings and to have a copy of the same, the bidder can contact RVNL on any working day.
6. Bids must be delivered:
- To the address given above:
- On or before 11:00 hrs (IST) on 4 January 2010. Late bids shall be rejected.
- Together with the Bid Security of INR 4.8 Million
- The bids can be submitted on the downloaded document for which no cost is to be paid by the bidder.
- It will be the responsibility of the bidder who is submitting the bid on downloaded Bidding Document to check and see any addendum/corrigendum issued in this regard from the website and ensure submission of bid along with all addendum/Corrigendum.
Bids will be opened at 11:30 hrs. (IST) on 4 January 2010 in the presence of bidder's representative who choose to attend at the address above.
7. RVNL will not be responsible for any costs or expenses incurred by bidders in connection with preparation or delivery of bids.
8. When comparing bids, ADBs Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
