1.    The Government of India has received a loan from the Asian Development Bank (ADB) towards the cost of Uttarakhand State Road Investment Program Project-2 and it is intended that part of the proceeds of this loan will be applied to eligible payments under the contracts below.

2.    Public Works Department, Government of Uttarakhand (the employer) now invites sealed bids from eligible bidders either as a single entity or as Joint Venture for the construction, completion and carrying out routine maintenance for 3 years after completion including environment mitigation measures of the following works:

Bidders may bid for 1 package or combination of packages. Details and specification will be provided in the Bidding Document.

3.    National Competitive Bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure with Post qualification.

4.    To purchase the complete set of Bidding Documents in English, bidders should:

  • submit a written application to the address indicated below between 10:00 hrs to 17:00 hrs on working days starting from 5 August 2009 to 29 August 2009;
  • pay a nonrefundable fee of Rs.20,000 per package in cash payment for trade tax separately as applicable.
  • The Bidding Documents may also be sent by courier/post for an additional fee of Rs.2,000. The method of payment shall be through demand draft in favour of Project Director, PMU ADB, Public Works Department (Govt. of Uttarakhand) payable at Dehradun. No liability will be accepted for loss or late delivery.

5.    Bid validity period shall be 120 days.

6.    Bids must be delivered to:

  • to the address indicated above;
  • on or before 1500 Hrs on 3 September 2009. Late bids will not be accepted.
  • Together with a Bid Security as indicated in the table above.

Bids will be opened at 15:30 Hrs on the same day in the presence of bidders representatives who chose to attend at the address indicated below.
