1.    The Government of India has received a loan from the Asian Development Bank (ADB) towards the cost of Uttarakhand State Road Investment Program Project-2, and it is intended that part of the proceeds of this loan will be applied to eligible payments under the contracts for the project.

2.    Public Works Department, Government of Uttarakhand (the Employer) now invites sealed bids from eligible bidders either as a single entity or as Joint Venture for the construction, completion and carrying out routine maintenance for 3 years after completion including environment mitigation measures of the following works:

3.    National Competitive Bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure with Post qualification. The Bidding Document will be available from 1 December to 30 December 2009.

4.    To purchase the complete set of Bidding Documents in English, bidders should:

  1. visit the office of the Project Director at the address indicated above and pay a non-refundable fee of Rs. 20,000, and cash payment for trade tax separately as applicable. Mode of payment will be in the form of demand draft in favour of Project Director, PMU ADB, Public Works Department (Govt. of Uttarakhand) payable at Dehradun.

  2. request for delivery by sending a written application to the office of the Project Director at the address indicated above. The application must include a demand draft for the amount of Rs 22,000 in favour of Project Director, PMU ADB, Public Works Department (Govt. of Uttarakhand) payable at Dehradun. No liability will be accepted for loss or late delivery.

5.    Bid validity period shall be 120 days.

The Bids shall be opened at 15:30 Hrs on the same day in the presence of bidder's representatives who choose to attend at the address indicated above.

7.    All bids must be accompanied by a Bid Security as stated in the table above. The Bid security shall be in the form prescribed in the Bidding Document.
